Türkiye imposed definitive anti-dumping duties ranging from 38.23% to 57.11% on imports of solar junction boxes from China, effective September 23, 2026.
Türkiye’s Ministry of Trade put final anti-dumping duties on solar panel junction boxes from China, starting Sept. 23, 20261.
Anti-dumping duty is an extra import tax on goods sold abroad below their normal price. The ministry found that Chinese junction boxes were sold in Türkiye in this way and harmed Turkish makers1.
In short, every shipment of these boxes from China now pays an extra tax at the Turkish border. Five named Chinese companies pay 38.23% of the shipment’s value, and all other Chinese sellers pay 57.11%.
What goods does the Türkiye solar box duty cover?
A junction box is the small box on the back of a solar panel. It holds the electrical connections and the cables that carry power out of the panel. The ministry’s decision is Communiqué No. 2026/29, published in the Official Gazette, Türkiye’s official journal, on Sept. 23, 2026, issue 333791.
The duty covers three customs tariff codes. Customs officers use these numbers to classify goods:
- 8544.42.90.00.11, solar panel junction boxes
- 8544.60.10.00.11, solar panel junction boxes
- 8544.60.90.00.00, "other conductors", but only the solar boxes
The third code is wider than solar parts. The communiqué limits the duty under that code to junction boxes for solar panels only1. Other goods under that code are not part of this decision.
The communiqué also says the tariff code and the product name in its table decide what pays1. A general product description in the ministry’s report does not. If Türkiye later changes the tariff codes, the duty still applies1.
How much extra do Chinese junction boxes pay?
The duty is a share of the CIF value. CIF means the price of the goods plus the cost of insurance and sea or air freight to Türkiye. So a shipment’s transport costs also raise the duty bill.

Five Chinese producers received the lower rate, which the Turkish table writes as 38,23% of CIF value1. Türkiye uses a comma where English uses a decimal point. They are:
- Zhejiang Twinsel Electronic Technology Co., Ltd.
- Risen (Ningbo) New Material Co., Ltd.
- QC Solar (Suzhou) Corporation
- QC Solar (JiangSu) Corporation
- Zhejiang Chint Xinhui PV Co., Ltd.
Every other exporter in China pays the table’s higher rate of 57,11% of CIF value1. This "all others" rate covers any Chinese producer or trader not on the list. A buyer who switches to an unlisted Chinese supplier therefore pays the higher rate.
The gap between the two rates is 18.88 percentage points. This extra tax comes on top of the normal customs charges.
When does the junction box duty start and end?
The communiqué took effect on the day it was published, Sept. 23, 20261. Shipments cleared from that date pay the new duty. This date was one week before this report.
The duty ends five years after Sept. 23, 2026, under Article 35 of Türkiye’s anti-dumping regulation1. It does not end by itself if a review is under way. If the ministry opens an expiry review before the end date, the duty stays until that review finishes1.
An expiry review is a new check on whether dumping would return if the duty stopped. The communiqué does not say who may ask for such a review.
How did the ministry reach this decision?
The case began in May 2025. Communiqué No. 2025/8, published in the Official Gazette on May 25, 2025, opened the investigation1. It followed a complaint from the Turkish industry that makes these boxes2.
From complaint to final duty
The Directorate General of Imports, part of the Ministry of Trade, ran the investigation1. It found that the imports from China were dumped. It also found that they caused harm to Turkish producers1.
The Board for the Evaluation of Unfair Competition in Imports then reviewed the findings. The board decided on the duty, and the Minister of Trade approved it1. A disclosure report with the investigation’s facts and findings is attached to the communiqué as an annex1.
The ministry’s list of completed investigations now shows the case as closed under No. 2026/293. The communiqué rests on Law No. 3577 of June 14, 1989, on preventing unfair competition in imports1.
Which other solar parts from China face Turkish cases?
The junction box case was one of four cases the ministry announced in May 20252. Another, Communiqué No. 2025/10, opened a dumping probe into aluminium frames for photovoltaic panels from China2. Photovoltaic panels are solar panels that turn sunlight into electricity.
That frames case is also now closed. The ministry’s list shows it as Communiqué No. 2026/233. The list itself does not give the rates for the frames.
At the time, the ministry said Türkiye already had 130 anti-dumping and anti-subsidy measures in place2. It said it wants to protect Turkish producers from unfair trade2.
What happens to junction box shipments at Turkish customs?
Turkish customs offices collect the duty1. They charge it when the goods are released for free circulation. This means the goods are cleared for sale and use inside Türkiye.
What changes at Turkish customs
The duty applies "without prejudice to other legislation"1. In plain words, other import rules and taxes still apply as before. The anti-dumping duty is added to them.
The rate depends on the company that made the boxes. The communiqué does not list which papers prove that a shipment came from one of the five named producers. The table links each lower rate to a named company, so customs will need to see the named producer on the shipment.
The Minister of Trade carries out the communiqué1. From now until the five-year end date, a Chinese junction box at a Turkish port costs at least 38.23% more than its CIF value before normal taxes.
