UK Suspends Excavator Duties for Liebherr Dalian from 15 October 2026

United Kingdom stops collecting anti-dumping and anti-subsidy duties on Liebherr Dalian excavators from China from Oct. 15, 2026.

The UK Trade Remedies Authority opened two reviews on Oct. 15, 2026, suspending extra duties on Chinese tracked excavators from one maker, Liebherr Dalian.

The Trade Remedies Authority (TRA) is the UK body that investigates unfair import pricing. Its new reviews ask whether Liebherr Machinery (Dalian) Co., Ltd. deserves its own duty rate1. While the reviews run, the UK government has stopped collecting both duties on this company’s excavators2.

In short, an excavator made by Liebherr Dalian in China now enters the UK at a 0% trade remedy duty. The importer must enter the right company code on the customs declaration to get that rate3.

What changed for Liebherr excavators on Oct. 15?

Since May 2025, the UK has charged two extra import taxes on many Chinese tracked excavators. One is an anti-dumping duty, an extra tax on goods sold abroad below their normal price. The other is a countervailing duty, an extra tax that offsets government subsidies paid to the maker.

The anti-dumping duty came from Trade remedies notice 2025/10, after the TRA’s investigation AD00471. The countervailing duty came from Trade remedies notice 2025/114. The anti-dumping measures applied from May 14, 20251. The countervailing measures also applied from that date5.

On Oct. 15, 2026, the TRA started two new exporter reviews of these duties for Liebherr Dalian3. On the same day, the Secretary of State published two notices that suspend the duties for this company. Trade remedies notice 2026/30 suspends the anti-dumping duty2. Trade remedies notice 2026/29 suspends the countervailing duty4.

HM Revenue & Customs (HMRC), the UK customs authority, announced the change in its tariff news bulletin. It said a 0% rate of duty applies from Oct. 15, 2026, under additional code 8A773.

What is a new exporter review?

A new exporter review is a check for a foreign company that did not ship the goods during the original investigation. Such a company usually pays the high rate set for all other exporters. The review lets it ask for a rate based on its own situation.

Liebherr Dalian applied for this review. The TRA’s notice of initiation says the application includes evidence that the company is not related to any exporter already paying an anti-dumping amount1. It also says the company did not export these excavators to the UK during the original investigation period1.

The application also shows that Liebherr Dalian either is exporting the goods to the UK now or has a contract to export a significant quantity1. The TRA said it was satisfied that the legal requirements were met1. It found the company had given enough evidence to justify a review1.

Which excavators are covered?

The suspension covers only one kind of machine. These are self-propelled tracked excavators with an upper body that turns a full 360 degrees2. Their operating weight must be 11 tonnes or more, but less than 80 tonnes2.

What the Liebherr suspension covers

PointWhat the notices say
GoodsSelf-propelled tracked excavators, 360-degree upper body
Weight11 tonnes or more, but less than 80 tonnes
Commodity code8429 5210 00
CompanyLiebherr Machinery (Dalian) Co., Ltd., code 8A77
Still outside the dutiesBelow 11 tonnes, and 80 tonnes or more

These machines enter the UK under one commodity code, the number used to classify goods at customs:

  • 8429 5210 00, tracked excavators with a 360-degree revolving upper body2.

Two groups of similar machines stay outside the duties altogether2:

  • Tracked excavators below 11 tonnes, the smaller machines.
  • Tracked excavators of 80 tonnes or more, the largest machines.

These exclusions are the same as in the original duty notices4. The suspension does not change them.

How does the 0% rate work at the border?

The suspension works through an additional code, a four-character code an importer adds to the customs declaration. It tells customs which exporter made the goods. For Liebherr Machinery (Dalian) Co., Ltd., the code is 8A772.

Clearing a Liebherr Dalian excavator

Classify the machine Commodity code 8429 5210 00
Check the exporter Liebherr Machinery (Dalian) Co., Ltd.
Enter additional code 8A77 On the import declaration
Customs applies 0% Both trade remedy duties

The steps for a shipment are simple:

  1. The importer classifies the machine under commodity code 8429 5210 00.
  2. The importer checks that the exporter is Liebherr Machinery (Dalian) Co., Ltd.
  3. The importer enters additional code 8A77 on the import declaration.
  4. Customs applies the 0% rate to both the anti-dumping and countervailing duty3.

The notices only stop the collection of the two trade remedy duties2.

Other Chinese makers already have their own codes. A July 2026 notice lists codes for the Liugong, Sany, XCMG, Sunward and Caterpillar groups6. Code 8A35 covers all other exporters, which pay the residual amount6.

How long does the suspension last?

The two notices take effect from Oct. 15, 20262. The suspension lasts until the new exporter review concludes or is terminated4.

The end of the review will decide what Liebherr Dalian pays from then on. The TRA will recommend whether the company should be treated as a new exporter1. It will also say which anti-dumping amount should apply to its goods1.

The Secretary of State then decides whether to accept, reject or ask the TRA to reassess that recommendation1. If the recommendation is rejected, the Secretary of State may make another decision1. This means the 0% rate is temporary. Liebherr Dalian’s final rate could be higher.

Who else is named in the excavator review?

The TRA’s notice lists the known importers and foreign exporters of these excavators. All of them registered for the original investigation AD00471. The list includes these importers:

  • Sany Heavy Machinery (UK) Ltd
  • Liugong Machinery (UK) Limited
  • XCMG UKSS
  • Finning (UK) Limited

The overseas exporters listed include companies from the Sany, Liugong and XCMG groups. Sunward Intelligent Equipment Co., Ltd and Caterpillar (Xuzhou) Limited are also on the list1.

These companies keep paying their own duty rates. The suspension applies only to goods from Liebherr Dalian2. Competing importers may still take part in the review and comment on the application.

When must companies register for the review?

Anyone who wants to take part must contact the TRA by Oct. 30, 20261. Registration is done through the TRA’s online portal. Parties who register late may not be able to take part fully1.

Oct. 30, 2026Registration to take part closes

The TRA can hear from interested parties. These include the government of China, foreign exporters and producers, importers and their trade groups1. UK makers of similar excavators and their trade groups can also take part1.

Parties then have 31 days after registration closes to send comments. That gives a deadline of Nov. 30, 2026 for submissions1. Parties may also ask for a hearing1.

The TRA said it does not plan to publish a Statement of Essential Facts in this review1. After the comment period, the next main step is the TRA’s recommendation to the Secretary of State1.

What period does the review examine?

The review looks at the same period as the original case: July 1, 2022, to June 30, 20231. During the review, the TRA will check whether Liebherr Dalian is linked to any exporter already paying duty1.

It will also check whether the company shipped these excavators to the UK in that period1. A company that shipped then, or is linked to a company that did, would not count as a new exporter. The TRA will then set the duty it thinks should apply.

How does this fit with earlier excavator decisions?

This is not the first new exporter review of these duties. In November 2025, another notice suspended the anti-dumping duty during an earlier new exporter review7. A separate review for Zoomlion Heavy Industry Science & Technology Co., Ltd was terminated on July 13, 20265. Zoomlion had withdrawn its application5.

The excavator duties are also under a separate absorption review, started on March 30, 20266. That review checks whether exporters are absorbing the duty instead of raising their prices. Since July 16, 2026, HMRC has registered imports of these excavators for that review6.

The new Liebherr suspension does not end those other steps. It only changes what Liebherr Dalian’s excavators pay while its own reviews run.
