India Extends Glufosinate Minimum Import Price Until April 12, 2027

India keeps its INR 1,154 per kilogram price floor on glufosinate imports until April 12, 2027.

India’s Directorate General of Foreign Trade (DGFT) has extended its minimum import price on glufosinate and its salts until April 12, 2027.

The order is Notification No. 43/2026-27, dated Oct. 12, 20261. It keeps a price floor that began on April 13, 2026 and was set to run for six months2.

In short, a glufosinate shipment priced below INR 1,154 per kilogram still cannot enter India freely. The floor counts the shipment’s landed value plus any anti-dumping duty, and it now stays in place for six more months.

What does the glufosinate notice change?

The new notice is short. It extends the minimum import price condition set by Notification No. 10/2026-27 of April 13, 2026, until April 12, 20271. All other terms of the April notice stay the same1.

A minimum import price is a price floor set by the government. Goods priced below the floor lose their "Free" import status. Under the April notice, such glufosinate becomes "Restricted" under India’s import policy2.

The October notice does not change the price itself. It does not add new product codes. It only moves the end date forward by six months.

How is the INR 1,154 floor worked out?

The April notice sets the test on a per-kilogram basis2. Customs adds two amounts together:

  1. The CIF value of the shipment, meaning its price including cost, insurance and freight to India.
  2. Any anti-dumping duty that applies, an extra import tax on goods sold abroad below their normal price.

Glufosinate price floor, INR per kg

2025 floor Rs. 1,289
Floor from April 2026 INR 1,154

If the total is less than INR 1,154 per kg, the import of glufosinate and its salts is Restricted2. If the total reaches INR 1,154 or more, the shipment keeps its Free status under this condition.

Adding the anti-dumping duty matters. A cheap shipment can still pass the test when a high anti-dumping duty applies to it. A shipment with no such duty must clear the floor on its CIF price alone.

Which glufosinate products and codes are covered?

The condition covers glufosinate and its salts under eight tariff codes in Chapter 38 of India’s import schedule, ITC (HS) 20221. The codes are:

  • 38089193, goods containing bromomethane (methyl bromide) or bromochloromethane
  • 38089199, other goods in the same group
  • 38089361, goods named in Supplementary Notes 7 and 8 to Chapter 38
  • 38089391, goods containing bromomethane or bromochloromethane
  • 38089399, other goods in the same group
  • 38089912, goods named in Supplementary Notes 15 and 16 to Chapter 38
  • 38089991, goods containing bromomethane or bromochloromethane
  • 38089999, other goods in the same group

These descriptions come from the April notice2. Each code was already "Free" for import, and each already carried Policy Condition No. 07 of Chapter 382. The glufosinate price test was added as a second condition on top of that.

The test applies only to glufosinate and its salts. Other goods under the same eight codes are not caught by the price floor.

What other rules apply to glufosinate imports?

Code 38089361 carries an extra rule for pesticides. Under the April notice, these imports need a Certificate of Registration from the Central Insecticides Board and Registration Committee (CIB&RC)2. This committee works under the Ministry of Agriculture and Farmers Welfare. The goods must also not be banned for import under the Insecticides Act, 19682.

So the price floor does not replace the registration rule. A shipment under that code must meet both. It needs the registration certificate, and its price plus any anti-dumping duty must reach INR 1,154 per kg.

How has the glufosinate price floor changed over time?

India has used a price floor on glufosinate for several years. Notification No. 54/2024-25, dated Jan. 24, 2025, covered "Glufosinate Technical" under a single code, 380893903. It applied to glufosinate with a purity of at least 95% by weight3.

That notice set the floor at Rs. 1,289 per kg of CIF value3. Imports below the floor were Restricted, and imports at or above it were Free3. It ran for one year, from Jan. 24, 2025 to Jan. 23, 20263.

The 2025 notice also eased an earlier rule. Before it, glufosinate below Rs. 1,289 per kg was "Prohibited", not just Restricted3. It amended Notification No. 58/2023 of Jan. 23, 2024 and Notification No. 14/2024-25 of June 3, 20243.

The April 2026 notice then changed the design in four ways2:

  • Lower floor: INR 1,154 per kg replaced Rs. 1,289 per kg.
  • Anti-dumping duty counted: the test now adds any anti-dumping duty to the CIF value.
  • Wider product cover: eight codes replaced the single older code.
  • Shorter term: six months from publication, not one year.

The April notice also dropped the 95% purity wording that appeared in the older condition on code 380893612. The new test names "Glufosinate and its salts" without a purity limit.

Why did DGFT keep the glufosinate floor?

The October notice gives no reason for the extension1. It states only the legal powers used and the new end date.

DGFT acted under Sections 3 and 5 of the Foreign Trade (Development & Regulation) Act, 19921. It also relied on paragraphs 1.02 and 2.01 of the Foreign Trade Policy 20231. The notice was issued with the approval of the Minister of Commerce and Industry1. It is signed by Lav Agarwal, Director General of Foreign Trade1.

The glufosinate extension is part of a wider pattern. On Sept. 30, 2026, DGFT issued three other notices extending price floors4. They covered items in Chapter 48, items in Chapter 29, and the drug ingredient sulfadiazine4.

Who is affected by the glufosinate extension?

Indian importers of glufosinate face the same price test until April 12, 2027. A contract priced below INR 1,154 per kg, after adding any anti-dumping duty, cannot clear as a Free import.

Foreign makers and exporters selling glufosinate to India must price above the floor to keep Free entry. The extension gives them six more months of the same rule.

Customs brokers must check two numbers for each glufosinate entry. They need the CIF value per kilogram and any anti-dumping duty that applies. They must also check the tariff code against the eight codes listed.

Indian buyers of the chemical will see import prices held at or above the floor. Cheaper offers below INR 1,154 per kg cannot enter freely.

Some other Indian price floors carve out special import routes. A January 2026 notice on penicillin ingredients, for example, exempted 100% Export Oriented Units, Special Economic Zone units and Advance Authorisation imports5. The glufosinate notices of April and October 2026 contain no such exemption1.

When does the glufosinate floor end?

The key dates are:

  • April 13, 2026: Notification No. 10/2026-27 set the INR 1,154 floor for six months2.
  • Oct. 12, 2026: Notification No. 43/2026-27 extended it1.
  • April 12, 2027: the extended floor ends1.

The October notice does not say what happens after April 12, 2027. DGFT has extended the glufosinate floor several times before3. Any further change would need a new notification.
