The notice is Commission Notice C/2026/5566, published in the Official Journal of the European Union1.

In short, nothing changes yet for a shipment of Chinese molybdenum wire. The duty still applies today. It could disappear in July 2027, or it could stay while the Commission runs a new review.

What does the molybdenum wire notice say?

The notice is a "notice of impending expiry". It is a formal warning that a trade measure is about to reach the end of its life1. The Commission publishes such a notice under Article 11(2) of Regulation (EU) 2016/1036, the European Union (EU) law on dumped imports1.

Dumping means selling goods abroad below their normal price. An anti-dumping duty is an extra import tax that the EU charges on such goods. It protects producers inside the EU.

The notice lists one product: certain molybdenum wire from the People’s Republic of China1. The measure in force is an anti-dumping duty1. The listed expiry date is July 27, 20271. The measure ends at midnight (00:00) at the start of that day1.

Which regulation sets the duty now?

The duty now in force comes from Commission Implementing Regulation (EU) 2022/1305 of July 25, 20221. That regulation imposed a definitive anti-dumping duty on molybdenum wire from China after an earlier expiry review2. It appeared in the Official Journal on July 26, 20222.

The duty’s life so far

      2010
      Duty first imposed
      64.3% of value

      25 Jul 2022
      Duty renewed after review

      30 Oct 2026
      Expiry notice published

      27 Jul 2027
      Duty ends unless reviewed

This is not the first time the EU has kept the duty. The duty was first imposed in 2010 by Council Implementing Regulation (EU) No 511/20102. That original duty was a rate of 64.3% of the goods’ value2.

The Commission then renewed the measures in 2016 through Implementing Regulation (EU) 2016/10462. It renewed them again in 20222. The notice of Oct. 30, 2026, therefore concerns a duty that has been in place in some form for about 16 years.

Which goods does the duty cover?

The 2022 regulation describes the product closely2. It covers molybdenum wire that contains at least 99.95% molybdenum by weight2. The thickest point of the wire, its maximum cross-section, must be more than 1.35 mm and no more than 4.0 mm2.

The molybdenum wire covered by the duty

Point

What the 2022 regulation says

Origin

China

Molybdenum content

At least 99.95% by weight

Thickness

More than 1.35 mm, up to 4.0 mm

Customs code

CN ex 8102 96 00, TARIC 8102960019

Main use

Car parts, such as gearbox synchronising rings

These goods fall under Combined Nomenclature (CN) code ex 8102 96 002. The CN is the EU’s list of customs codes for goods. Wire from China that is not shipped through Malaysia falls under TARIC code 81029600192. TARIC is the EU’s detailed customs tariff.

Molybdenum wire is mainly used by car makers2. One example is the synchronising rings in cars with manual gearboxes2.

Why does Malaysia appear in the case?

The EU has widened the duty three times to stop it being avoided2. Avoiding a duty in this way is called circumvention. It can mean shipping goods through another country or changing them slightly.

The extensions were:

Shipments through Malaysia: in 2012, the duty was extended to molybdenum wire sent from Malaysia2.

Wire with less molybdenum: in 2013, it was extended to Chinese wire with at least 97% molybdenum and a cross-section between 1.35 mm and 4.0 mm2.

Thicker wire: on Oct. 30, 2015, it was extended to wire with at least 97% molybdenum and a cross-section between 4.0 mm and 11.0 mm2.

Wire shipped from Malaysia falls under a separate TARIC code, 81029600112. The 2022 review did not investigate that wire, because it was not part of the original product definition2. The expiry notice itself names only the measure set by Regulation 2022/13051.

Who can stop the duty from ending?

Only EU producers of molybdenum wire can ask for an expiry review1. An expiry review is an investigation into whether the duty is still needed. Their request must be in writing1.

The request must contain enough evidence on one key question1. It must show that ending the duty would likely lead dumping and harm to EU producers to continue or come back1.

If the Commission opens a review, other parties can take part1. Importers, exporters, the Chinese government and EU producers can add to, answer or comment on the request1.

What is the deadline for a review request?

EU producers may send a request from Oct. 30, 20261. The request must reach the Commission no later than three months before the expiry date1. With an expiry date of July 27, 2027, that means by late April 2027.

Requests go to the Commission’s Directorate-General for Trade and Economic Security1. This is the department that runs EU trade defence cases.

What happened in the last review?

The 2022 regulation shows how the last review ran2. After an earlier expiry notice, Plansee SE asked for a review on March 23, 20212. Plansee is an Austrian producer. It represented more than 25% of EU production of certain molybdenum wires2.

The Commission opened the review on June 28, 20212. It studied dumping in calendar year 20202. It looked at trends in the market from Jan. 1, 2017, to the end of 20202.

The EU had two known producers, Plansee SE and Osram GmbH2. Plansee answered the Commission’s questions. It made up 86% to 94% of EU industry sales on the EU market2. Osram chose to stay neutral and gave no reply2.

No Chinese producer and no Chinese government body answered the questionnaires2. No importers came forward either2. The Commission therefore based its dumping findings on the "facts available"2. These included the review request and trade statistics2.

Imports from China continued during 2020, but at lower levels than in the previous review2. On June 9, 2022, the Commission told the parties it planned to keep the duty2. It received no comments on that plan2.

Who is affected by the July 2027 date?

EU importers of Chinese molybdenum wire still pay the duty for now. If no review is opened, they would stop paying it on shipments cleared from July 27, 2027. If a review is opened, the duty stays in place while the Commission investigates.

Chinese makers and exporters face the same uncertainty. During the 2022 review, none of them took part2. In a new review, they would again have the chance to comment1.

EU producers must decide whether to act. In 2021, Plansee filed the request that kept the duty2. A similar request would be needed again to keep it after July 20271.

Car parts makers who use the wire as a raw material may see prices change. That depends on whether the duty ends.

Key points on the molybdenum wire duty expiry

The table sums up the notice and the duty it concerns.

Question

Answer

What was published?

Notice of impending expiry

Who issued it?

European Commission

Notice reference

C/2026/5566

Date published

Oct. 30, 2026

Goods covered

Certain molybdenum wire

Origin

China

Measure in force

Anti-dumping duty, Regulation 2022/1305

Original duty rate (2010)

64.3% of value

Expiry date

July 27, 2027

Who can request a review?

EU producers

Request deadline

Three months before expiry

Customs code

TARIC 8102960019

The duty on Chinese molybdenum wire stays in force for now.
