The finding covers sales from Nov. 1, 2023, through Oct. 31, 20241.

In short, shipments made by SNCZ will clear U.S. customs without anti-dumping duty. Goods from other French makers still face the old deposit rates, including 32.16% for most of them.

What did Commerce decide on French strontium chromate?

Commerce ran a yearly check, called an administrative review, of its anti-dumping order on strontium chromate from France. An anti-dumping duty is an extra import tax on goods sold abroad below their normal price. The review looked at one company, SNCZ, and set its dumping margin at 0.00%1.

The dumping margin is the gap between the export price and the normal price, as a share of the price. A margin of zero means Commerce found no dumping by SNCZ in the review year. The result is the same as the preliminary finding Commerce published on May 8, 20262.

The final notice was signed on Oct. 26, 2026, and published four days later1. It is applicable from Oct. 30, 20261.

What is strontium chromate used for?

Strontium chromate is a yellow powder used mostly in coatings that stop rust and corrosion on metal3. It protects surfaces such as aluminum and stainless steel, especially in the aerospace industry3. It is sold as a pure powder, or mixed with a solvent into a paste3.

The order covers strontium chromate in any form: powder, sometimes called granular, paste, or solution4. Its chemical formula is SrCrO44. Its Chemical Abstracts Service (CAS) registry number, an international chemical ID, is 7789-06-24.

Which goods and tariff codes does the order cover?

Blends are also covered when the mix holds 15% or more strontium chromate by total formula weight4. Blending products named in the order include water and solvents such as acetone and xylene4. Before that, the U.S. International Trade Commission (USITC), the agency that judges harm to U.S. industry, ruled on the imports3. On Oct. 31, 2019, it found that imports from Austria and France materially injured a U.S. industry3.

The case was brought by WPC Technologies of Oak Creek, Wisconsin3. In 2018 the United States had one producer of the chemical, with plants in Wisconsin3. Austria and France were the leading import sources that year3.

Why does the order stay in force after five years?

U.S. anti-dumping orders get a five-year check, called a sunset review. The first sunset review of these orders began on Oct. 1, 20244. Commerce found that ending the orders would likely lead to more dumping4.

The French strontium chromate order

      27 Nov 2019
      Order published

      10 Apr 2025
      Order kept after sunset review

      30 Oct 2026
      Final review results apply
      SNCZ at 0.00%

On April 10, 2025, the USITC published its finding that ending the orders would likely bring back injury to the U.S. industry4. Commerce then kept both orders in force, effective April 10, 20254. Customs keeps collecting cash deposits at the rates in effect when goods enter4.

How did Commerce check SNCZ’s figures?

The review began after the petitioner, the U.S. company that brought the case, asked for it2. The request was dated Nov. 18, 20242. A U.S. government shutdown later pushed back the review’s deadlines2.

Commerce staff visited SNCZ in Beauchamp, France, from June 1 to 5, 20261. This on-site check is called verification.

Verification led to some changes, but they did not change the dumping margin1. Commerce invited comments on Aug. 21, 20261. A cash deposit is money an importer pays to customs at entry, before the final duty is known. If that trader has no rate of its own, customs will charge the all-others rate1.

Importers must file a certificate saying whether the exporter paid back their anti-dumping duties1.
