The President of Ukraine has since signed it, according to a regional government agency’s report dated July 22, 20262.

In short, a food or farm product sold in Ukraine as "organic", "bio" or "eco" must come from a certified producer. The rules for that certificate now follow European Union (EU) law, so the same checks should support sales in Ukraine and exports to the EU.

Why did Ukraine rewrite its organic law?

The parliament’s press service gives two main reasons. The first is to bring Ukraine’s organic market into line with European standards1. The second is to make the market clear and transparent for Ukrainian shoppers.

The law’s main aim is to set clear and unified requirements for producing, growing and labelling organic goods1. Parliament says this should make sure the "organic" label matches what is really inside the package.

Oleksandr Haidu chairs the parliament’s Committee on Agrarian and Land Policy. He told the parliament’s press service that the EU updated its own organic law in 20223. Ukraine’s earlier law followed the EU rules in force until 2022, and the new law is meant to catch up with the current ones.

Haidu also said Ukraine is among the top three exporting countries of organic products in demand in the EU3. In his words, closer alignment with EU law will help Ukrainian producers compete "even more confidently" there.

The law is part of Ukraine’s commitments under the Association Agreement between Ukraine and the EU2. It also belongs to the EU membership talks under Chapter 11, "Agriculture and Rural Development".

Which organic goods does the new law cover?

The old approach sorted organic farming by sector, such as crop farming, livestock and beekeeping. The new law instead lists product categories, as EU law does3. Haidu named these categories:

Live animals and raw farm products, including seeds and other plant material used for planting.

Processed food products, such as packaged foods made from organic ingredients.

Animal feed.

Other goods closely linked to farming, such as yeast, essential oils, salt and beeswax.

How organic goods are grouped

Question

Earlier approach

New law

How goods are sorted

By farming sector

By product category

Examples

Crops, livestock, beekeeping

Raw farm products, processed food, feed

EU rules followed

Those in force until 2022

Current EU law

The regional agency’s summary also says the law widens the list of organic products2. It adds that the law defines the certification categories more clearly.

Organic goods are grown or made without plant protection chemicals, mineral fertilisers, pesticides or non-organic additives, Haidu said3. He gave eggs as an example. An egg can be certified only if the hens eat organic grain and receive no synthetic vaccines or antibiotics.

Who may use the words organic, bio and eco?

Under the law, only certified products may carry the terms "organic", "bio" or "eco"3. This applies to every product category, from raw grain to processed food.

Haidu said a producer must hold a valid certificate before labelling goods as organic3. Simply calling a product organic on a website is not enough. The law also sets penalties for using organic labels without permission.

Parliament says the new rules should cut false labelling and reduce the number of dishonest producers1. Buyers will be able to check a producer’s details in two state lists. These are the State Register of Certification Bodies and the State Register of Market Operators3.

How will organic checks work under Law 4921-IX?

The law changes how the state checks organic producers. Private certification bodies, firms approved to inspect and certify organic producers, take the main role2. They will carry out the planned inspections of each producer and trader.

Main rules of Law No. 4921-IX

Topic

What the law provides

Protected terms

“Organic”, “bio”, “eco” for certified products only

Inspections

Certification bodies inspect producers

State role

Supervises and audits certification bodies

Small farms

Group certification

New register

Register of Organic Animals

The state will then supervise the certification bodies themselves through oversight and audits2. The regional agency says this split of duties follows EU practice. It also says the new model should reduce paperwork for businesses.

Haidu said this is not a big change for the certification bodies working in Ukraine today3. They already follow European standards, because those standards are needed to certify organic goods exported to the EU. The difference is that these rules will now be written into Ukrainian law as the only basis for organic certification.

The law also creates new state registers2. One of them is a Register of Organic Animals, which will list livestock raised under organic rules.

What is group certification for small farms?

The law introduces group certification for producers2. This lets several small farms get one organic certificate together and share its cost.

Haidu explained that a certificate can be too costly and complex for a single small farm3. Under the new option, similar farms join together and are certified as one group. Every member must follow the same rules and pass regular inspections.

He said the EU already uses this system3. In Ukraine, it should lower costs and help small farms enter the organic market more easily. The regional agency adds that the law aims to let small producers work in the organic sector on equal terms2.

What changes for online sales of organic products?

The law sets clear rules for selling organic goods to the final consumer2. Haidu said it covers online shops by name3.

When a shop offers a product as organic, the buyer must get all the key facts before placing an order3. The online seller must state clearly that the product is organic. It must also give information that lets the buyer check that claim.

Haidu said buyers can then look up the producer, its certification body and its certificate in the two state registers3. In his view, this shows the product came from a certified operator under regular audits.

Who is affected by Ukraine’s organic law?

Several groups will feel the change in different ways:

Organic farmers and processors in Ukraine will work under rules written to match EU law2. The regional agency says they can expect easier access to the EU market and fewer checks at export.

Small farms can share the cost of a certificate through group certification3.

Certification bodies will keep inspecting producers, now under state supervision and audits2.

Online shops and other sellers must show organic information before a buyer orders3.

Buyers in Ukraine and abroad can check certificates in the state registers3.

The regional agency also expects the law to support processing and organic aquaculture, the farming of fish and seafood2. It says producers may be able to charge higher prices thanks to verified organic status.

Haidu said that, for most farmers, day-to-day work will not change3. He described the law as a new chance for growth instead.

When do the new organic rules start to apply?

Parliament adopted the law on June 30, 20261. The regional agency reported the President’s signature on July 22, 20262. On Aug. 3, 2026, the parliament’s press service reported on the law as No. 4921-IX3.

Steps for the organic law

      30 Jun 2026
      Parliament adopts the law

      22 Jul 2026
      Signature reported

      3 Aug 2026
Parliament reports on Law No. 4921-IX

The law is not yet fully working in practice. Haidu said the government must first adopt a number of secondary regulations, the detailed rules that put a law into effect3. These will set out how certification works, how the state registers are kept and how state control is carried out.

The Ministry of Agrarian Policy is drafting these rules with the State Service of Ukraine for Food Safety and Consumer Protection, Ukraine’s food safety agency3. Haidu said the new system can work fully once this work is finished. None of the documents gives a date for the secondary rules.

Key points on Ukraine’s organic products law

The table below sums up the main facts of the new law.

Question

Answer

What changed?

New law on organic production, sale and labelling

Who issued it?

Verkhovna Rada, Ukraine’s parliament

Law number

No. 4921-IX

Date adopted

June 30, 2026

Goods covered

Live animals, raw farm products, processed food, feed, yeast, oils, salt, beeswax

Protected terms

"Organic", "bio" and "eco"

Who may use them?

Certified producers only

Who inspects producers?

Certification bodies, under state audits

New option for small farms

Group certification

Online sales

Organic facts shown before ordering

New register

Register of Organic Animals

Next step

Secondary regulations from the agriculture ministry and food safety agency

The next step is the secondary rules on certification, registers and state control.
