It covers sales made from Jan. 1, 2024, to Dec. 31, 2024, and is more than double the preliminary rate of 21.97%2.

In short, a U.S. importer bringing in Lucchini’s fluid end blocks must now pay a deposit of 58.48% of the goods’ value at the border. Blocks from other Italian makers without their own rate still face the 7.33% deposit.

What did Commerce decide on Italian fluid end blocks?

The Department of Commerce (Commerce) runs U.S. anti-dumping cases through its International Trade Administration. An anti-dumping duty is an extra import tax on goods sold in the United States below their normal price. Commerce found that certain producers and exporters sold forged steel fluid end blocks from Italy below normal value during 20241.

The notice names one group of companies. It treats them as a single seller called Lucchini:

Lucchini Mamé Forge S.p.A., the forging company

Lucchini Industries S.r.l.

Lucchini RS S.p.A.

Commerce gave this group one dumping margin, the gap between the U.S. price and the normal price, of 58.48%1. The notice was dated Oct. 13, 2026, and is published in the Federal Register on Oct. 19, 20261.

Why did the Lucchini rate jump from 21.97%?

On April 14, 2026, Commerce published preliminary results with a margin of 21.97% for Lucchini Mamé Forge S.p.A.2. That figure already rested partly on "adverse facts available"2. This term means Commerce fills gaps in a company’s data with figures that work against the company, because the company did not fully cooperate.

Lucchini anti-dumping rate for 2024 sales, %

      21.97%

      Preliminary, April 2026

      58.48%

      Final, October 2026

For the final results, Commerce went further. It based the whole margin on adverse facts, not just part of it1. The final notice says Commerce based the rate entirely on adverse facts and changed its decision after reading the parties’ comments1.

The notice lists two main questions decided in the separate decision memo. The first was whether to accept Lucchini’s database of U.S. sales. The second was whether to use partial or total adverse facts1. The final rate shows Commerce chose the total approach.

Because the rate is not built from Lucchini’s own sales and costs, Commerce says there are no calculations to share with the parties1. Normally it shares them within five days of publication1.

Who asked for the review of Italian forged blocks?

The U.S. companies that first asked for the duties are called the petitioners. They are Ellwood City Forge Company, Ellwood Quality Steels Company, Ellwood National Steel Company and A. Finkl & Sons1.

Commerce began the review of Lucchini on Feb. 21, 2025, after timely requests2. The petitioners had also asked for a review of three other producers or exporters. They withdrew those requests on April 15, 2025, so Commerce dropped those companies2.

Commerce also ended the review for three more firms that had no U.S. entries of these goods in 20242. These were:

Cogne Acciai Speciali S.p.A., which filed a letter saying it made no shipments

Liberty Energy, Inc., doing business as Liberty Advanced Equipment Technology

ST9 Gas + Oil, LLC

With those firms removed, Lucchini was the only company left in the 2024 review2.

How did the review timetable change?

The review took longer than usual. Commerce first extended the deadline for the preliminary results by 119 days on Aug. 21, 20252. A lapse in U.S. government funding then led Commerce to pause all its case deadlines by 47 days on Nov. 14, 20251.

Key dates in the 2024 review

      21 Feb 2025
      Review of Lucchini begins

      14 Apr 2026
      Preliminary rate 21.97%

      13 Oct 2026
      Final results signed

      19 Oct 2026
      58.48% deposits start

A backlog of filings in its electronic filing system, called ACCESS, added another 21 days on Nov. 24, 20251. A rate below 0.50% would count as too small to matter and would be set at zero. Lucchini’s rate is far above that level.

How will Commerce collect duties on 2024 shipments?

The deposit covers future shipments. The final duty on goods already shipped in 2024 is settled through "assessment". This is the step where U.S. Customs and Border Protection (CBP) works out the final duty owed on each past entry1.

Commerce will tell CBP to assess anti-dumping duties on all entries covered by this review1. The final results set both the duty on these past entries and the deposits on future ones1.

One special case applies. Some blocks made by Lucchini may have reached the United States through another company, without Lucchini knowing their destination. CBP will charge those entries the 7.33% all-others rate, unless the middle company has its own rate1.

When will Customs send the final bills?

Commerce plans to send its assessment instructions to CBP no earlier than 35 days after publication1. Counting from Oct. 19, 2026, that is no earlier than late November 2026.

A party may challenge the results at the U.S. Court of International Trade. If a timely court summons is filed, CBP will hold the affected entries. It will wait until the time to ask the court for an order to stop collection has passed, which is within 90 days of publication1.

The notice also reminds importers of a paper they must file. Each importer must file a certificate saying whether the foreign seller paid back any anti-dumping or countervailing duties1. This reimbursement certificate is due before CBP settles the entries.

If an importer does not file it, Commerce may presume the seller paid back the duty. Commerce can then charge double anti-dumping duties1.

How does a court ruling on older Lucchini sales fit in?

A separate step in the same case was published on Oct. 15, 2026. It concerns sales from July 23, 2020, to Dec. 31, 2021, not the 2024 sales3.

In that earlier period, Commerce first set Lucchini’s margin at 2.97%3. Ellwood City Forge Company appealed to the U.S. Court of International Trade. The court sent the decision back to Commerce, which then changed two parts of its calculation3.

The court approved the new result on Oct. 2, 2026. Commerce raised Lucchini’s margin for 2020 to 2021 to 7.55%3. That change does not alter Lucchini’s current deposit rate, because later reviews have replaced it3. Entries from that earlier period stay on hold while any appeal is pending3.

Do other U.S. duties apply to these blocks?

The same goods also face a separate countervailing duty order. A countervailing duty is an extra import tax that offsets help a foreign government gives to its producers. Commerce published final results of the 2024 review of that order on Sept. 22, 20264.

In that review, Commerce set these subsidy rates4:

Lucchini Mame Forge S.p.A.: 15.94%

Metalcam S.p.A.: 10.89%

Officine Meccaniche Roselli S.r.l.: 45.53%

Cogne Acciai Speciali S.p.A.: 14.55%

All other Italian producers and exporters continue to pay a 3.52% countervailing deposit4.
