Commerce found that Oman Fasteners LLC, the main exporter examined, did not sell nails in the United States below their normal value1.

In short, nails from Oman Fasteners would carry no anti-dumping duty if the final results confirm these figures. Nails from Gulf Nails LLC would carry a 9.10% duty, and the results are not final yet.

What did Commerce decide on Omani steel nails?

An anti-dumping duty is an extra import tax on goods sold abroad below their normal price. The United States has had such a duty on steel nails from Oman since 20152. Each year, companies can ask Commerce to check the real prices again in an administrative review, a yearly recalculation of the duty for past shipments.

This review began on Aug. 22, 2025, after requests from interested parties1. On Sept. 22, 2025, Commerce chose Oman Fasteners as the only company it would examine in detail1. The preliminary results set two rates for the period from July 1, 2024 to June 30, 2025:

Oman Fasteners LLC: 0.00%, a rate calculated from the company’s own sales.

Gulf Nails LLC: 9.10%, a rate given to a company that was not examined in detail.

Commerce also plans to end the review for 15 other companies3. It found that these companies had no shipments in the period that it could review3.

Why does Gulf Nails get a 9.10% rate?

Commerce did not examine Gulf Nails LLC itself. For companies like this, the law normally uses an average of the rates found for the companies that were examined3. But the average leaves out zero rates, and the only examined company in this review had a zero rate3.

The notice says Gulf Nails has no history of its own review under the order3. So Commerce looked for another reasonable rate. It chose the 9.10% rate from the 2015 investigation, the original case that started the duty3.

That rate was calculated for Oman Fasteners in 2015 and also applied to all other Omani exporters2. Commerce says it is the only rate in the case’s history that is not zero, very small, or based on penalty data3. It found that this rate best reflects the exports of a company with no review record3.

How has the Oman Fasteners rate changed over time?

In the original 2015 investigation, Commerce found a dumping margin of 9.10% for Oman Fasteners, LLC2. A dumping margin is the gap between the normal price and the export price, shown as a share of the price.

Oman Fasteners anti-dumping rate, %

      9.10%

      2015 investigation

      0.00%

      2023-2024 final

      0.00%

      2024-2025 preliminary

In the last review, for July 1, 2023 to June 30, 2024, Commerce found a final rate of 0.00% for Oman Fasteners4. Those final results were published on July 14, 20264. Commerce said then that the company did not sell nails in the United States below normal value4.

The new preliminary result keeps the same 0.00% rate for the next year of shipments1. The 9.10% rate applies to Gulf Nails LLC3. For the dropped companies, the deposit rates from earlier steps of the case keep applying3.

What changes for importers of Omani nails?

Nothing changes at the border today. The new rates do not apply to shipments until Commerce publishes its final results3. From that date, CBP will collect cash deposits, an advance payment of the expected duty, at the final rates3.

Under the deposit rules in the notice:

A company in this review will pay the rate set in the final results.

If that rate is below 0.50%, it counts as too small to matter, and the deposit is zero.

A company reviewed before, but not now, keeps its rate from the latest review that included it.

If only the maker of the nails has a rate, the shipment uses the maker’s rate.

All other Omani makers and exporters keep paying the all-others rate of 9.10%.

These rules follow the same pattern as the July 2026 final results4. The deposits stay in place until Commerce gives further notice3.

For past shipments, CBP will charge the final duty when it settles each import entry. If the final Oman Fasteners rate is zero or below 0.50%, CBP will settle its entries without anti-dumping duties3. Oman Fasteners nails sold through a trader that did not know the goods were going to the United States face a different rule. CBP would charge them the 9.10% all-others rate if the trader has no rate of its own3.

What paperwork must U.S. importers file?

The notice reminds importers that they must file a certificate about duty reimbursement before CBP settles their entries3. This certificate states whether the foreign seller paid back the anti-dumping duty to the importer.

If an importer does not file it, Commerce may assume that the duty was paid back3. The result can be double anti-dumping duties on those entries3. The July 2026 final results gave the same warning for the earlier review period4.

When will the final rates for Omani nails be set?

The review has faced long delays.
