Its trade remedy review board met on June 9, 20264. Losses shrank, but the makers still made no profit4.

The ministry said this shows the Chinese imports hurt local industry4.

How does Taiwan’s anti-dumping process work?

Two ministries share the work. The Ministry of Economic Affairs studies harm to local industry4.

The case moves in steps:

The Ministry of Economic Affairs makes a first finding on harm. Here, that came on June 9, 20264.

The Ministry of Finance then has 70 days to make a first finding on dumping and decide on a provisional duty4.

The Ministry of Finance makes its final dumping finding within 60 days after the day the preliminary notice was published1.

If it finds dumping, the Ministry of Economic Affairs has 40 days to make its final finding on harm1.

The Ministry of Finance then has 10 days to send the case to its tariff rate review committee1.

The committee mainly looks at dumping and harm. It may also weigh the effect on Taiwan’s wider economy before deciding on a final duty2.

The Ministry of Economic Affairs also held a public hearing on May 12, 2026, as part of its first study of harm3. It sent questionnaires to Taiwanese makers, importers and buyers of the film5.

When do the duties start and end?

The provisional duty starts on Oct. 19, 20261. This happens if foreign exporters with a large share of the trade ask for it1.

The results are not final. The notice warns that on-site checks or new evidence may lead to different dumping margins or a different conclusion1. A dumping margin is the gap between the export price and the normal price.

Interested parties may send written comments on the notice. They have 20 days from the date of the notice to send them to the Customs Administration, the agency that runs Taiwan’s border1.

Who pays more for nylon film from China?

Taiwanese importers pay the duty when the film clears customs. A 40.21% duty on film from most Chinese makers will raise their landed cost sharply.

Buyers that pack food, medicine, chemicals or electronics use this film1. They may face higher prices or switch to other suppliers. Film from the Yuncheng group, shipped directly, keeps its 0% rate during the provisional period1.

Chinese makers other than Yuncheng lose their price edge in Taiwan while the duty applies.
