Its own case list records the final decision on Oct. 4, 2026, at a rate of 10.79%<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, a shipment of this sugar powder from China now pays an extra 10.79% of its value at Pakistani customs. This charge comes on top of the normal customs duty and taxes, and it applies for five years.<\/p>\n<h2 class=\"wp-block-heading\">What has the commission decided on dextrose?<\/h2>\n<p class=\"wp-block-paragraph\">The commission found that dextrose monohydrate from China was sold in Pakistan at dumped prices<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Dumping means selling goods abroad below their normal price at home. The rate is <strong>10.79% ad valorem<\/strong>, which means 10.79% of the declared value of the goods<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The duty runs <strong>for five years<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The legal basis is the Anti-Dumping Duties Act, 2015, Pakistan&#8217;s anti-dumping law<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\" id=\"hsn-cite-3\">3<\/a><\/sup>. The commission also followed the Anti-Dumping Duties Rules, 2022<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Which dextrose products pay the new duty?<\/h2>\n<p class=\"wp-block-paragraph\">The duty covers <strong>dextrose monohydrate from China<\/strong>, a form of glucose sugar made from starch<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Customs classifies it under Pakistan Customs Tariff (PCT) code 1702.3000<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Importers of these two products from China do not pay the new duty.<\/p>\n<h2 class=\"wp-block-heading\">Where is dextrose monohydrate used?<\/h2>\n<p class=\"wp-block-paragraph\">The notice describes dextrose monohydrate as a carbohydrate ingredient for food, medicine and health-product makers<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. In food, bakeries and drink makers use it as a quick energy source. It also adds sweetness and helps colour and aroma<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In medicines and health products, it serves as an immediate energy source<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It is a key part of oral hydration therapies, the drinks given against dehydration, because the body absorbs it quickly<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">This means the duty reaches several kinds of buyers in Pakistan. Bakeries, sweet makers, drink makers and medicine makers that buy Chinese dextrose will see higher landed costs.<\/p>\n<h2 class=\"wp-block-heading\">Who asked for the dextrose investigation?<\/h2>\n<p class=\"wp-block-paragraph\">Two Pakistani producers filed the application<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. They are:<\/p>\n<ul>\n<li><strong>Rafhan Maize Products Company Limited<\/strong>, based in Faisalabad.<\/li>\n<li><strong>Matco Foods Limited<\/strong>, based in Karachi.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">Both companies make dextrose monohydrate in Pakistan<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The commission opened the investigation on April 22, 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Some importers tried to stop the case in court. Three importers, Prime International, Aftab Chemical Co. and Royal Chemical, asked the High Court of Sindh in Karachi to halt the investigation<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. They argued that the applicants might not count as the domestic industry under the law<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The court dismissed the petitions on Aug. 10, 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. It noted that the commission&#8217;s notice named the applicants as local producers. It found no material showing that opening the case was arbitrary<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Why did the commission act against Chinese dextrose?<\/h2>\n<p class=\"wp-block-paragraph\">The commission checked prices over a fixed period. For dumping, it looked at <strong>Jan. 1 to Dec. 31, 2025<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. For harm to local producers, it looked at a longer period, from Jan. 1, 2023, to Dec. 31, 2025<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">It found that Pakistani producers suffered harm in several ways<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>:<\/p>\n<ul>\n<li>The volume of dumped imports rose sharply.<\/li>\n<li>Chinese prices undercut local prices.<\/li>\n<li>Local producers could not raise prices as they needed to.<\/li>\n<li>Local sales, market share and production fell.<\/li>\n<li>Profits and the use of factory capacity declined.<\/li>\n<li>Stocks were affected.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The commission said it also examined other causes that could have hurt the local industry at the same time<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It still concluded that the dumped imports caused material injury<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Why do all Chinese exporters pay one rate?<\/h2>\n<p class=\"wp-block-paragraph\">No Chinese exporter or producer gave the commission the information it needed to set its own dumping margin<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A dumping margin is the gap between the export price and the normal price.<\/p>\n<p class=\"wp-block-paragraph\">So the commission set <strong>a single rate for all exporters<\/strong> from China<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It used the best information available, as Section 32 of the law allows<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The final decision replaces it with the five-year duty. The rate did not change between the two steps<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How will customs collect the dextrose duty?<\/h2>\n<p class=\"wp-block-paragraph\">Customs will collect the duty in the same way as normal customs duty, under the Customs Act, 1969<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The money goes into an account of the commission held at the Federal Treasury Office in Islamabad<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The duty is <strong>in addition to other taxes and duties<\/strong> on the goods<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A Chinese shipment therefore pays its usual customs duty and taxes, and then the extra 10.79% on top.<\/p>\n<p class=\"wp-block-paragraph\">There is one exemption. The duty is not charged on dextrose used to make goods for export only<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It is also not charged on dextrose for foreign grant-in-aid projects, which are projects paid for by foreign donors<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. In both cases, the imports must fall under a customs-duty exemption scheme in the Customs Act, 1969<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What happens next for dextrose importers?<\/h2>\n<p class=\"wp-block-paragraph\">The commission says a public version of its full final report is in its public file<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The same report is posted on the commission&#8217;s website<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The commission lists this report and the final notice among its latest updates<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\" id=\"hsn-cite-4\">4<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The case appears as case number 72 in the commission&#8217;s list of anti-dumping notices<sup class=\"hsn-cite\"><a href=\"#hsn-ref-5\" id=\"hsn-cite-5\">5<\/a><\/sup>. The 10.79% duty now applies to Chinese dextrose monohydrate for the next five years<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">This is not Pakistan&#8217;s first dextrose case.
