The rate is not final yet, and companies can argue against it before Commerce decides.

What did Commerce announce for Vietnamese pressure pipe?

Commerce found that welded stainless steel pressure pipe from Vietnam was sold in the United States at less than normal value, meaning below the fair price Commerce uses as a benchmark1. Normally it would disclose them within five days1.

The rate is not new. In the 2023-2024 review, Commerce first proposed 90.80% in January 2026 and confirmed it on May 20, 20264. It said the parties had not had enough time to study the earlier review’s preliminary results before deciding1.

Two more companies, Mejonson and Vinasteel, had no suspended entries of the pipe during the review year, according to U.S. Customs and Border Protection (CBP) data1. Without a shipment to assess, there is nothing to review, so Commerce plans to drop them too1.

The earlier review named these firms in full: Sonha International Corporation, Sonha SSP Vietnam Sole Member Co. First, an importer pays a cash deposit when the pipe enters the United States. Later, after a review, CBP sets the final duty through liquidation, the final settlement of the duty owed on each entry1.

For the companies dropped from the review, CBP will assess duty at the cash deposit rate that applied when the goods entered1. Commerce plans to send those instructions to CBP no earlier than 35 days after the final results are published1.

For the Vietnam-wide entity, Commerce will tell CBP to collect the rate set in the final results if it still uses the adverse method1. If it does not, it plans to work out a per-unit rate from the total dumping and the total quantity sold1.

If someone files a timely case at the U.S. Court of International Trade, CBP will hold off on final settlement1. It waits until the time to ask for a court order has run out, within 90 days of publication1.

How do the cash deposits change for Vietnamese pipe?

New deposit rates start only when the final results are published1. They then apply to pipe entered, or taken out of a warehouse, for sale in the United States from that date1.

The notice sets four rules for deposits1:

Companies with a separate rate in this review pay the rate set in the final results, or zero if it is tiny.

Exporters with a separate rate from an earlier stage keep that rate.

All other Vietnamese exporters pay the Vietnam-wide rate of 90.80%.

Exporters outside Vietnam without their own rate pay the rate of the Vietnamese exporter that supplied them.

These rules stay in place until Commerce gives further notice1. In practice, an importer buying pipe from a Vietnamese exporter without its own rate pays a deposit close to the value of the goods.

Who is affected by the Vietnam pipe review?

U.S. importers carry the cost. They pay the cash deposit at entry and any final duty at liquidation1.

Importers must also file a certificate on reimbursement before liquidation1. This paper says whether the exporter paid back the anti-dumping duty. Without it, Commerce may assume the duty was repaid and charge double anti-dumping duties1.

Vietnamese exporters face the 90.80% rate unless they hold a separate rate1. Exporters in other countries that ship Vietnamese pipe take on their supplier’s rate1.

The U.S. pipe makers that asked for the reviews are Bristol Metals LLC, Felker Brothers Corporation and Primus Pipe & Tube, Inc., according to the May 2026 notice4.

When can companies comment on the preliminary rates?

Interested parties may send case briefs, written arguments to Commerce, within 21 days after publication1.
