Commerce found that Sumitomo Rubber (Thailand) Co., Ltd. sold tires in the United States below their normal value in that period1.

In short, Commerce has made a first calculation of how much extra duty is owed on Thai tires that entered the United States in the year to June 2025. For most companies in the review the figure is 1.14%, but nothing is final yet, and the rate on new shipments does not change until the final results.

What did Commerce decide on Thai tires?

Commerce’s notice in the Federal Register covers passenger vehicle and light truck tires, which the agency shortens to PVLT1. It says these tires were sold in the United States at less than normal value during the review period1. Normal value is, in simple terms, the fair price Commerce calculates for the goods under U.S. law.

The gap between the two prices is the dumping margin, expressed as a share of the U.S. price. Commerce set the preliminary margin for Sumitomo Rubber (Thailand), which the notice calls SRT, at 1.14%1. It gave the same 1.14% to the other companies still in the review that it did not examine one by one1.

The decision is preliminary. Commerce invites comments, and it will publish final results later1. The notice is dated Oct. 6, 2026 and signed by Scot Fullerton, Acting Deputy Assistant Secretary for Antidumping and Countervailing Duty Operations1.

What is the anti-dumping order on Thai tires?

An anti-dumping duty is an extra import tax on goods sold abroad below their normal price. The United States has had such an order on Thai passenger and light truck tires since July 19, 2021, when Commerce published it together with orders on tires from South Korea and Taiwan2.

Each year, companies and other parties can ask Commerce to review the order for one 12-month period. The review then fixes the duty actually owed on the shipments of that period. Commerce published the chance to request this review in a notice dated June 30, 20252.

The goods covered by the order are passenger vehicle and light truck tires from Thailand1. Commerce does not list the full product description in the notice. It points instead to its Preliminary Decision Memorandum, a longer document published with the notice1.

Which companies are in the tire review?

Commerce chose one producer for close examination: Sumitomo Rubber (Thailand) Co., Ltd.1. It calculated a margin for this company from its own sales and cost data.

Five other company names received the 1.14% rate without being examined individually2. They are:

S.R. Tyres Co., Ltd.

Siam Rubber Co., Ltd.

Vee Tyre & Rubber Co., Ltd.

Yokohama Rubber Co., Ltd.

Yokohama Tire Manufacturing (Thailand) Co., Ltd.

Commerce explains that the law does not say how to set a rate for companies it does not examine in a review1. It usually follows the method used for the "all-others" rate in the original investigation. Under that method it takes the average of the examined companies’ margins, leaving out zero rates and rates below 0.50%1. Because SRT’s margin was above that level, Commerce gave SRT’s rate to the others1.

Which tire makers left the review?

Commerce also ended the review for several groups of companies, a step called rescission in part1. Under its rules, it ends a review for a company when everyone who asked for that review withdraws within 90 days of the start1.

The notice lists six groups whose reviews were withdrawn in time2:

Bridgestone: Bridgestone Company Ltd.; Bridgestone Tire Manufacturing (Thailand) Co., Ltd.; Thai Bridgestone Co., Ltd.

Deestone: Deestone Corporation Public Company Limited and five related companies, including Svizz-One Corporation Limited and Siamtruck Radial Company Limited.

General Rubber (Thailand) Co., Ltd.

Maxxis International (Thailand) Co. Ltd.

Otani: Otani Radial Co., Ltd.; Otani Tire Co., Ltd.

Sentury Tire (Thailand) Co., Ltd.

The withdrawal letters are dated between Dec. 22, 2025 and Jan. 6, 20262. For these companies, the duty on shipments from the review period stays at the cash deposit paid when the tires entered the country1. Commerce plans to send these instructions to U.S. Customs and Border Protection (CBP), the border agency, no earlier than 35 days after Oct. 9, 20261.

How does the 1.14% compare with last year?

The previous review covered July 1, 2023 to June 30, 2024. Commerce published its final results on July 20, 20263. In that review, Sumitomo Rubber (Thailand) had a margin of 0.00%3.

Thai tire dumping margins, two reviews

Company

2023-2024 final

2024-2025 preliminary

Sumitomo Rubber (Thailand)

0.00%

1.14%

Sentury Tire (Thailand)

2.90%

Left the review

Non-examined companies

2.90%

1.14%

All other exporters

17.06%

17.06%

Sentury Tire (Thailand) received 2.90% in that earlier review, and the companies not examined also received 2.90%3. Commerce took that rate from Sentury alone, because SRT’s rate was zero3.

This year the picture is different. Sentury withdrew from the new review, and SRT’s preliminary margin rose from zero to 1.14%1. As a result, the non-examined companies’ preliminary rate fell from 2.90% to 1.14%3.

Both reviews keep the same fallback figure. Producers and exporters with no rate of their own still pay a cash deposit of 17.06%, the "all-others" rate from the original investigation1.

What happens at the border for Thai tire shipments?

For now, nothing changes at the border. The new rates apply to cash deposits only from the date Commerce publishes the final results1. A cash deposit is money an importer pays to CBP when goods enter, as security for the anti-dumping duty that may later be owed.

Anti-dumping rates on Thai tires, %

      All others

      17.06%

      Sumitomo (preliminary)

      1.14%

      Zero-deposit threshold

      0.50%

When the final results appear, the deposit rate for each reviewed company will equal its final margin1. If that margin is below 0.50%, the deposit will be zero1. Companies covered by an earlier review but not by this one keep their most recent company rate1. If the exporter has no rate but the producer has one, the producer’s rate applies1. All other producers and exporters keep paying 17.06%1.

The final duty on past shipments works differently. After the final results, Commerce will work out an assessment rate for each importer of SRT’s tires, based on the dumping found on that importer’s sales1. CBP will then collect the duty when it settles the entries, a step called liquidation1. If an importer’s rate is zero or below 0.50%, CBP will settle the entries without anti-dumping duty1.

There is one special case. If SRT did not know its tires were going to the United States, for example when it sold through a trading company, CBP will use the 17.06% all-others rate where the trader has no rate of its own1.

What must tire importers file?

The notice reminds importers of a document they must file before CBP settles their entries: a certificate on reimbursement of anti-dumping duties1. In it, the importer states whether the foreign producer or exporter has paid back, or agreed to pay back, the duty.

If an importer does not file it, Commerce may assume that the duty was reimbursed. CBP could then charge double anti-dumping duties1. The earlier final results of July 20, 2026 carried the same reminder for the 2023-2024 shipments3.

When will the final tire rates come?

Commerce plans to share its calculations with interested parties within five days of publication1. The steps that follow are:

Case briefs, the written arguments on the preliminary results, are due no later than 21 days after Oct. 9, 20261.

Rebuttal briefs, which may answer only points raised in the case briefs, are due five days after that1.

Requests for a hearing must reach Commerce within 30 days of publication, by 5:00 p.m. Eastern Time1.

Commerce publishes the final results, and the new cash deposit rates start that day1.

Next steps in the review

      Oct. 9, 2026
      Preliminary results
      1.14% for Sumitomo

      +21 days
      Case briefs due
      Rebuttals five days later

      +30 days
      Hearing requests due
      Filed through ACCESS

Each brief must include a table of contents, a table of authorities and a public summary of each issue of no more than 450 words1.
