{"id":2428,"date":"2026-10-03T01:10:36","date_gmt":"2026-10-03T01:10:36","guid":{"rendered":"https:\/\/hscodematch.com\/news\/saudi-arabia-requires-supplier-name-and-cr-number-on-products\/"},"modified":"2026-10-03T01:10:38","modified_gmt":"2026-10-03T01:10:38","slug":"saudi-arabia-requires-supplier-name-and-cr-number-on-products","status":"publish","type":"post","link":"https:\/\/hscodematch.com\/news\/saudi-arabia-requires-supplier-name-and-cr-number-on-products\/","title":{"rendered":"Saudi Arabia Requires Supplier Name and CR Number on Products"},"content":{"rendered":"\n<p class=\"wp-block-paragraph hsn-lede\">Saudi Arabia requires the Saudi supplier&#8217;s name and commercial registration number on products under 10 SASO technical regulations from Oct. 1, 2026.<\/p>\n<p class=\"wp-block-paragraph\">The Saudi Standards, Metrology and Quality Organization (SASO) now requires the Saudi supplier&#8217;s name and commercial registration number to appear on the product itself for goods under 10 technical regulations, from Oct. 1, 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\" id=\"hsn-cite-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The goods range from child car seats and strollers to hoverboards, boats, trailers, solar power kits and building lifts<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. SASO says it will check the products through the data sent on SABER, its online product registration system, and will punish suppliers who break the rule<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, a product in one of these 10 groups must now show who is selling it in Saudi Arabia and that company&#8217;s registration number. A factory abroad must put its Saudi buyer&#8217;s details on the goods, and SASO will check them through SABER.<\/p>\n<h2 class=\"wp-block-heading\">What does the SASO circular require?<\/h2>\n<p class=\"wp-block-paragraph\">SASO sent a circular, a formal notice, &quot;to all beneficiaries of SABER&quot;, meaning every company that uses the system<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It tells them that products under the listed regulations must show <strong>the supplier&#8217;s name and commercial registration number<\/strong> on the product<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A commercial registration (CR) number is the number a company receives when it registers as a business in Saudi Arabia.<\/p>\n<p class=\"wp-block-paragraph\">The circular defines the supplier as <strong>the importer or local manufacturer<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. For imported goods, this means the Saudi company that brings the goods in, not the factory that made them. The requirement is in force <strong>from Oct. 1, 2026<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">SASO&#8217;s notice on the SABER home page states the same rule in one line. It speaks of &quot;mandating inclusion of supplier&#8217;s name (importer or local manufacturer) and commercial registration number on the product&quot;, starting Oct. 1, 2026 for 10 technical regulations<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Is the supplier label rule new?<\/h2>\n<p class=\"wp-block-paragraph\">The duty itself is not new. The circular says the technical regulations already require the supplier&#8217;s name and registration number on the product<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A technical regulation is a SASO rulebook that sets the safety rules a type of product must meet before it is sold in the Kingdom.<\/p>\n<p class=\"wp-block-paragraph\">What the circular adds is a firm date and a warning. SASO &quot;would like to emphasize&quot; the rule to all SABER users and sets Oct. 1, 2026 as the date it takes effect<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It then says it will check covered products and apply penalties to those who do not comply<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The trailer regulation shows how the older rule reads. Its labelling article says <strong>&quot;the labeling shall include the name of the supplier and the commercial registration&quot;<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\" id=\"hsn-cite-3\">3<\/a><\/sup>. The circular now ties that line, and similar lines in the nine other regulations, to a date and to checks on SABER.<\/p>\n<h2 class=\"wp-block-heading\">Which products are covered by the 10 regulations?<\/h2>\n<p class=\"wp-block-paragraph\">The circular lists 10 technical regulations by name<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>:<\/p>\n<ul>\n<li><strong>Tanks, Part 2: LPG Tankers<\/strong>, for tankers that carry liquefied petroleum gas.<\/li>\n<li><strong>Watercrafts<\/strong>, for boats and other small craft.<\/li>\n<li><strong>Tanks<\/strong>, for storage and transport tanks.<\/li>\n<li><strong>Trailers and Semi-Trailers<\/strong>, for road trailers pulled by trucks.<\/li>\n<li><strong>Electrical Self-Balancing Boards<\/strong>, the two-wheel boards the circular calls scooters.<\/li>\n<li><strong>Simple Pressure Vessels<\/strong>, for closed tanks that hold air or gas under pressure.<\/li>\n<li><strong>Child Restraint Systems and Strollers<\/strong>, for child car seats and baby strollers.<\/li>\n<li><strong>Building Materials, Part 3: Hydraulic Links and Related Products<\/strong>, for binding materials used in building.<\/li>\n<li><strong>Solar Photovoltaic Systems<\/strong>, for solar power systems.<\/li>\n<li><strong>Electrical Lifts used in Buildings and Facilities<\/strong>, for passenger and goods lifts.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">Products outside these 10 regulations are not named in the circular. Each regulation also sets its own limits. The trailer regulation covers all trailers and semi-trailers made in or imported into Saudi Arabia, but not those designed for specific military uses<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. The lift regulation does not cover cable cars, military lifts, mine lifts, lifts on building sites, very slow lifts, or escalators and moving walkways<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\" id=\"hsn-cite-4\">4<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Who counts as the supplier on the label?<\/h2>\n<p class=\"wp-block-paragraph\">The circular uses one short definition: the importer or the local manufacturer<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The technical regulations give a longer one. Under the trailer regulation, the supplier can be a manufacturer based in Saudi Arabia, an agent when the maker is abroad, the importer, or anyone in the supply chain whose work can change the product<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The lift regulation adds people who assemble and install lifts. It names the importer of a lift or its parts, or the person who puts them together and installs them<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\">4<\/a><\/sup>. For lifts, the supplier can therefore be a local installer as well as an importer.<\/p>\n<p class=\"wp-block-paragraph\">For a maker abroad, the result is plain. The name on the product must be <strong>the Saudi company&#8217;s name<\/strong>, with its CR number, not only the factory&#8217;s own name<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A factory selling to several Saudi importers may need a different marking for each buyer.<\/p>\n<h2 class=\"wp-block-heading\">How must a trailer carry the marking?<\/h2>\n<p class=\"wp-block-paragraph\">The trailer regulation gives the most detail on how the marking must look. The supplier&#8217;s name and CR must be part of the chassis number marking, the unique number of the trailer&#8217;s frame<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. It must be stamped, carved or made in another way that is hard to erase or destroy<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. It must be written in English, with <strong>letters at least 7 mm high<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The supplier must also fix a conformity data plate to the front of the chassis. This plate carries the trailer&#8217;s conformity data in the form set out in an annex to the regulation<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. It must be made of material that resists damage and be hard to remove. Its letters must be at least 4.2 mm high, in Arabic or English<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The circular itself does not say how other products must carry the details. It says only that they must be &quot;on the product&quot; and follow the relevant technical regulation<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How will SASO check shipments through SABER?<\/h2>\n<p class=\"wp-block-paragraph\">SABER is the online system where Saudi importers and local makers register products, record certificates of conformity and get <strong>shipment certificates<\/strong> before goods enter the market<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A certificate of conformity is a paper from SASO or an approved testing body saying a product meets the Saudi standards<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<figure class=\"hsn-fig hsn-fig--solid hsn-fig--v4\" data-at=\"how-will-saso-check-shipments-through-saber\">\n    <div class=\"hsn-fig__chart\">\n    <h4>SABER fees, riyals before VAT<\/h4>\n    <div class=\"hsn-fig__bar\" data-series=\"1\">\n      <span class=\"hsn-fig__lab\">Conformity certificate<\/span>\n      <span class=\"hsn-fig__bartrack\"><span class=\"hsn-fig__barfill\" data-v=\"100\"><\/span><\/span>\n      <span class=\"hsn-fig__num\">500 riyals<\/span>\n    <\/div>\n    <div class=\"hsn-fig__bar\" data-series=\"2\">\n      <span class=\"hsn-fig__lab\">Shipment certificate<\/span>\n      <span class=\"hsn-fig__bartrack\"><span class=\"hsn-fig__barfill\" data-v=\"70\"><\/span><\/span>\n      <span class=\"hsn-fig__num\">350 riyals<\/span>\n    <\/div>\n  <\/div><\/figure>\n<p class=\"wp-block-paragraph\">The circular says SASO will verify the covered products &quot;through the data submitted via the SABER platform&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The pictures and files a company uploads for a product are therefore the evidence SASO will look at.<\/p>\n<p class=\"wp-block-paragraph\">SABER is linked to Fasah, the Saudi customs clearance system. Customs can check the conformity certificate electronically when the customs declaration is filed<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. SABER warns that importers must register the needed certificates there <strong>to avoid re-export of the shipment<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A product that cannot get its SABER papers can therefore be sent back at the border.<\/p>\n<p class=\"wp-block-paragraph\">Registration has a cost. SABER lists <strong>500 riyals<\/strong> to register a product conformity certificate and 350 riyals to issue a shipment certificate, both before VAT<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A shipment certificate is now valid for 90 days, up from 60 days<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What penalties apply under the Product Safety Law?<\/h2>\n<p class=\"wp-block-paragraph\">The circular rests on two laws. The first is Article 11 of the Product Safety Law, issued by Royal Decree No. M\/36 dated 29\/01\/1446H<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The second is Article 19 of the law&#8217;s Executive Regulations, the detailed rules approved by SASO&#8217;s board in Resolution No. 01\/203\/2024 on Nov. 15, 2024<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">SASO says it will take legal action and apply <strong>the penalties in the Product Safety Law<\/strong> and its Executive Regulations against those who do not comply<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The circular does not list fine amounts.<\/p>\n<p class=\"wp-block-paragraph\">The technical regulations give the authorities their own powers. Under the trailer regulation, officials check products and their papers at customs ports and factories<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. It includes the supplier&#8217;s declaration of conformity, a risk assessment, design documents and the country of origin<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. Under that regulation, trailers need a certificate of conformity from a SASO-approved body<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">For buyers in Saudi Arabia, the change means each covered product names a local company that answers for it.
