{"id":2427,"date":"2026-10-03T01:10:36","date_gmt":"2026-10-03T01:10:36","guid":{"rendered":"https:\/\/hscodematch.com\/news\/ghana-requires-pre-shipment-certificates-for-used-vehicle-imports\/"},"modified":"2026-10-03T01:10:37","modified_gmt":"2026-10-03T01:10:37","slug":"ghana-requires-pre-shipment-certificates-for-used-vehicle-imports","status":"publish","type":"post","link":"https:\/\/hscodematch.com\/news\/ghana-requires-pre-shipment-certificates-for-used-vehicle-imports\/","title":{"rendered":"Ghana Requires Pre-Shipment Certificates for Used Vehicle Imports from Oct. 1, 2026"},"content":{"rendered":"\n<p class=\"wp-block-paragraph hsn-lede\">Ghana requires every used vehicle to be inspected abroad and carry a Certificate of Conformance under standard GS 4510 from Oct. 1, 2026.<\/p>\n<p class=\"wp-block-paragraph\">The Ghana Standards Authority (GSA) began strict enforcement of its standard for imported used vehicles, GS 4510, on Oct. 1, 2026, requiring each used car shipped to Ghana to pass inspection abroad and carry a certificate before it leaves<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\" id=\"hsn-cite-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The rule comes from a public notice signed by the authority&#8217;s Director-General, Prof. George Agyei, on Aug. 14, 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. That notice also lists the types of used vehicles that Ghana now bars from import, including those more than 15 years old<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, a used vehicle bound for Ghana must now be checked in the country it leaves from and get a Certificate of Conformance before shipment. A vehicle that arrives without one, or that fails the standard, will not be let into the country.<\/p>\n<h2 class=\"wp-block-heading\">What does GS 4510 require from Oct. 1, 2026?<\/h2>\n<p class=\"wp-block-paragraph\">GS 4510 is the Ghana Standard titled &quot;Requirements for the Importation of Used Vehicles&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>. The authority&#8217;s media briefing gave its full reference as <strong>GS 4510:2022<\/strong>, the national standard for used imported vehicles<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\" id=\"hsn-cite-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Under the August notice, every used vehicle unit must be inspected in its country of origin by an inspection company that the GSA has approved<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. That company then issues a <strong>Certificate of Conformance (CoC)<\/strong>, a paper confirming that the single vehicle meets the Ghana Standards that apply to it<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Both steps must happen before the vehicle is shipped to Ghana<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Vehicles that do not meet the requirements &quot;will not be permitted for importation into the country on arrival&quot;, the notice says<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. In plain terms, the check at Ghana&#8217;s port is no longer the first test. The decision on a used car is now made at the port of export.<\/p>\n<h2 class=\"wp-block-heading\">Which used vehicles does Ghana ban?<\/h2>\n<p class=\"wp-block-paragraph\">The Aug. 14 notice lists six kinds of used vehicles that &quot;shall be prohibited from importation into Ghana&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. These are vehicles:<\/p>\n<ul>\n<li><strong>damaged by water<\/strong>, meaning sunk in water or flood-damaged;<\/li>\n<li><strong>burnt or damaged by fire<\/strong>;<\/li>\n<li><strong>with a damaged frame<\/strong>, where the chassis or safety cage is broken, cracked, bent or twisted;<\/li>\n<li><strong>built from spare parts<\/strong> rather than made as one vehicle;<\/li>\n<li><strong>without a speedometer in kilometres per hour<\/strong>;<\/li>\n<li><strong>more than 15 years old<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<\/ul>\n<figure class=\"hsn-fig hsn-fig--solid hsn-fig--v1\" data-at=\"which-used-vehicles-does-ghana-ban\">\n    <div class=\"hsn-fig__cols\">\n    <h4>Used vehicle age limit for Ghana, years<\/h4>\n    <div class=\"hsn-fig__col\" data-series=\"1\">\n      <span class=\"hsn-fig__num\">10 years<\/span>\n      <span class=\"hsn-fig__coltrack\"><span class=\"hsn-fig__colfill\" data-v=\"65\"><\/span><\/span>\n      <span class=\"hsn-fig__lab\">Reported in Jan. 2023<\/span>\n    <\/div>\n    <div class=\"hsn-fig__col\" data-series=\"1\">\n      <span class=\"hsn-fig__num\">15 years<\/span>\n      <span class=\"hsn-fig__coltrack\"><span class=\"hsn-fig__colfill\" data-v=\"100\"><\/span><\/span>\n      <span class=\"hsn-fig__lab\">Aug. 14, 2026 notice<\/span>\n    <\/div>\n  <\/div><\/figure>\n<p class=\"wp-block-paragraph\">The notice joins the items with &quot;and\/or&quot;, so a vehicle with any one of these features is out<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A car with a speedometer that shows only miles per hour, for example, falls under the ban.<\/p>\n<p class=\"wp-block-paragraph\">The age limit is the most important line for many buyers abroad. An earlier summary of the standard by the U.S. International Trade Administration, published in January 2023, reported a limit of 10 years from the date of manufacture<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\" id=\"hsn-cite-4\">4<\/a><\/sup>. The August 2026 notice, which the GSA says replaces all earlier statements on the subject, sets the limit at <strong>over 15 years old<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Is this a ban on used car imports?<\/h2>\n<p class=\"wp-block-paragraph\">No. The GSA said so directly in its first notice, dated Aug. 3, 2026: the programme &quot;does not constitute a ban on the importation of used vehicles&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Used cars that pass inspection and carry a CoC can still enter Ghana.<\/p>\n<p class=\"wp-block-paragraph\">What changes is where and when the check happens. The vehicle must now be cleared before it is loaded, not after it lands.<\/p>\n<h2 class=\"wp-block-heading\">Why did the Ghana Standards Authority act?<\/h2>\n<p class=\"wp-block-paragraph\">The authority said the programme aims to make sure all vehicles imported into, assembled or made in Ghana meet national safety, quality and environmental standards<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It also aims to protect buyers from <strong>unsafe, substandard and harmful vehicles<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">At a media briefing on July 31, 2026, the GSA&#8217;s Deputy Director-General for General Services, Samuel Abdulai Jabanyite, described the rule as a fix for a long-standing problem<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. &quot;We are trying to plug a major loophole where waste, especially from the automotive industry, comes into our country as a dumping ground,&quot; he said at the briefing<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. He said the rules came out of wide consultation with the trade and had broad industry support<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The programme itself is not new. The GSA&#8217;s vehicle approval and testing programme, the National Vehicle Homologation and Conformity Assessment Programme, has run since 2020<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. What starts on Oct. 1, 2026 is strict enforcement of the standards under it<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How does the pre-shipment check work?<\/h2>\n<p class=\"wp-block-paragraph\">The GSA calls the scheme the Pre-Export Verification of Conformity (PVoC) Programme<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. Under it, inspection companies approved by the authority check vehicles against Ghana&#8217;s safety, quality and environmental rules before export<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<figure class=\"hsn-fig hsn-fig--solid hsn-fig--v1 hsn-fig--cycle\" data-at=\"how-does-the-pre-shipment-check-work\">\n  <div class=\"hsn-fig__flow\">\n    <h4>Getting a used vehicle into Ghana<\/h4>\n    <div class=\"hsn-fig__step\">\n      <strong>Register with the GSA Auto Unit<\/strong>\n      <span>Importers, distributors and dealers<\/span>\n    <\/div>\n    <div class=\"hsn-fig__step\">\n      <strong>Inspection abroad<\/strong>\n      <span>By a GSA-approved inspection company<\/span>\n    <\/div>\n    <div class=\"hsn-fig__step\">\n      <strong>Certificate of Conformance issued<\/strong>\n      <span>One for each vehicle<\/span>\n    <\/div>\n    <div class=\"hsn-fig__step\">\n      <strong>Ship to Ghana<\/strong>\n      <span>With the certificate<\/span>\n    <\/div>\n  <\/div>\n<\/figure>\n<p class=\"wp-block-paragraph\">The path for a used vehicle, as the GSA&#8217;s notices and briefing describe it, runs in this order:<\/p>\n<ol>\n<li>The importer, distributor or dealer registers with the GSA Vehicle Homologation Unit, also called the GSA Auto Unit<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<li>An approved inspection company checks the vehicle in the country it is leaving<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<li>If the vehicle passes, a Certificate of Conformance is issued for that unit<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<li>The vehicle is shipped to Ghana with its certificate<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<\/ol>\n<p class=\"wp-block-paragraph\">Who can issue the certificate? A GSA staff member, Kingsley Domena Yeboah of the Vehicle and Homologation Unit, told the briefing that CoCs may come from <strong>approved third-party inspection bodies<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. They may also come from trained and licensed used vehicle dealerships working under the programme<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">This mirrors the general way the GSA handles other risky imports. For goods it classes as &quot;High Risk Goods&quot;, which include vehicle spare parts and motor vehicle batteries, the authority expects a CoC or a certificate of analysis from the exporting country<sup class=\"hsn-cite\"><a href=\"#hsn-ref-5\" id=\"hsn-cite-5\">5<\/a><\/sup>. Without one, a shipment cannot be cleared until samples are tested and pass<sup class=\"hsn-cite\"><a href=\"#hsn-ref-5\">5<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Who must register with the GSA Auto Unit?<\/h2>\n<p class=\"wp-block-paragraph\">The August notice names a wide group. All importers, distributors, makers and assemblers of new vehicles must register<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. So must used vehicle importers, distributors and dealers<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The two groups face different checks:<\/p>\n<ul>\n<li><strong>New vehicles<\/strong>: each new model must be homologated, meaning approved by the GSA as a model type, before shipment to Ghana<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<li><strong>Used vehicles<\/strong>: each single unit must be inspected abroad and carry its own CoC<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The GSA&#8217;s vehicle import portal offers two registration forms, one for commercial vehicle importers and one for private vehicle importers<sup class=\"hsn-cite\"><a href=\"#hsn-ref-6\" id=\"hsn-cite-6\">6<\/a><\/sup>. The portal also carries the implementation notice and a list of frequently asked questions on vehicle imports<sup class=\"hsn-cite\"><a href=\"#hsn-ref-6\">6<\/a><\/sup>. The private form shows that the process is not only for traders: a person buying one car abroad also falls within it.<\/p>\n<h2 class=\"wp-block-heading\">What changes for exporters and dealers abroad?<\/h2>\n<p class=\"wp-block-paragraph\">For a car exporter in another country, the main change is timing. The vehicle must pass inspection and get its certificate before it goes on a ship<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A car that would fail, for example one older than 15 years or with flood damage, cannot get a certificate, and Ghana will not let it in<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Dealers outside Ghana can also play a bigger role. Licensed and trained used vehicle dealerships may issue certificates under the programme<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. This gives them a direct part in the check, not just in the sale.<\/p>\n<p class=\"wp-block-paragraph\">Customs brokers and clearing agents in Ghana will see the effect at the port. A used vehicle arriving after the cut-off without a valid CoC has no route to entry under the notice<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Which shipments are exempt from the new rules?<\/h2>\n<p class=\"wp-block-paragraph\">The August notice draws a clear line based on the <strong>date of shipment<\/strong>, not the date of arrival<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Vehicles shipped before Oct. 1, 2026 are not affected, even if they reach Ghana after that date<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Vehicles already in Ghana before the start date are also exempt<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. This means cars already sold or registered locally are not caught by the new import check.<\/p>\n<h2 class=\"wp-block-heading\">What else is the GSA adding?<\/h2>\n<p class=\"wp-block-paragraph\">At the July briefing, Jabanyite announced a second tool, the Vehicle Dealer Information System (VEDIS)<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. It is meant to help find stolen vehicles and to link the agencies that handle vehicle imports and registration<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">VEDIS will bring together records from the Driver and Vehicle Licensing Authority (DVLA), insurance companies, Interpol, National Security and the GSA in one digital system<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. The GSA said this will allow checks of vehicle records in real time<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. The briefing did not give a start date for VEDIS.<\/p>\n<h2 class=\"wp-block-heading\">How did the rule reach this point?<\/h2>\n<p class=\"wp-block-paragraph\">The standard has a long history. Ghana told the World Trade Organization (WTO) about its new used vehicle rules in April 2022, according to the U.S. International Trade Administration<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\">4<\/a><\/sup>. Its first notice, No. GSA\/DGS\/PN\/26\/08 of Aug. 3, announced strict enforcement from Oct. 1, 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. The second, No. GSA\/DGS\/PN\/26\/09 of Aug. 14, added the banned-vehicle list and the shipment-date exemption<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.
