Shipping lines, shipping agents, freight forwarders and NVOCCs must send bill of lading data to NAIC before the container is loaded at the last foreign port<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, a container heading to the UAE now needs its cargo data filed with NAIC before it goes on the ship. NAIC then answers with a decision, and that decision can be &quot;do not load&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What changed for UAE-bound containers on 1 October 2026?<\/h2>\n<p class=\"wp-block-paragraph\">NAIC posted a notice on its portal on 23 September 2026 headed &quot;MPCI Filing Requirements Remain Mandatory Effective 1 October 2026&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The notice says all shipping lines, carriers, freight forwarders and other parties covered by MPCI <strong>must continue submitting required filings<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The portal lists a 26 June 2025 notice that announced the launch of MPCI <strong>with a grace period until March 2026<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. A grace period is a time when filers can adjust before the rules are fully applied. The 23 September 2026 notice makes clear that, from 1 October 2026, filing is a firm duty rather than a time to adjust.<\/p>\n<h2 class=\"wp-block-heading\">Who runs the MPCI program?<\/h2>\n<p class=\"wp-block-paragraph\">NAIC is a department of the Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It collects travel and trade data on people and cargo crossing UAE borders<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It uses that data to judge risk and raise national security<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The center was set up in 2012 as a federal project for passenger data<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. In 2016 its task grew to cover cargo, and its Advance Cargo Information System was launched in 2020<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. NAIC already runs a similar program for air cargo, called <strong>Air Pre-Load Advance Cargo Information (PLACI)<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. MPCI extends this to cargo moving by sea<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Why did the UAE bring in pre-load filing?<\/h2>\n<p class=\"wp-block-paragraph\">NAIC&#8217;s rulebook, the MPCI Business Specification Document, says the aim is to check cargo for possible threats before it is loaded on a ship bound for the UAE<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It describes MPCI as an extra security layer that &quot;virtually extends the UAE borders towards the foreign ports of loading&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The rulebook also says the program aims to support honest trade while making borders more secure<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It states that MPCI does not change other laws run by other agencies<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Local customs authorities and agencies that issue certificates or permits for goods keep their own rules<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. So an MPCI filing does not replace a customs declaration or an import permit.<\/p>\n<h2 class=\"wp-block-heading\">What law does the MPCI filing rest on?<\/h2>\n<p class=\"wp-block-paragraph\">The rulebook names <strong>Federal Decree Law No. 22 of 2018<\/strong> and Resolution No. 15 of 2019 as the legal base for NAIC and MPCI<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. These rules require cargo information filings for all modes of transport<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. They set out the required data, the filing times and who is responsible<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The rulebook adds that, under <strong>UAE Cabinet Resolution No. (23) of 2023<\/strong>, shipping lines and forwarders must send bills of lading electronically to NAIC before loading at the last foreign departure port<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A bill of lading is the transport document that lists the goods, the shipper and the receiver.<\/p>\n<h2 class=\"wp-block-heading\">Which shipments must be filed?<\/h2>\n<p class=\"wp-block-paragraph\">MPCI covers only containerized cargo by sea<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Only the shipping line files for these.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The rulebook leaves out several kinds of cargo in the current phase<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>:<\/p>\n<ul>\n<li><strong>Exports<\/strong> leaving the UAE.<\/li>\n<li><strong>Cargo not in containers<\/strong>, such as breakbulk, liquid bulk and roll-on roll-off (Ro-Ro) shipments.<\/li>\n<li><strong>Wooden vessels<\/strong>.<\/li>\n<li><strong>Empty containers<\/strong>.<\/li>\n<li><strong>Crew belongings<\/strong> on the vessel.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">NAIC says these exclusions may be added in future phases<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Land cargo will be dealt with separately in later phases<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Who files, and how early?<\/h2>\n<p class=\"wp-block-paragraph\">The rulebook gives each party in the chain its own document and its own deadline<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A master bill covers a group of such shipments packed together<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A master co-loader is a forwarder that groups cargo from other forwarders, called sub co-loaders<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Shipping lines, forwarders and co-loaders may hand the filing work to another party<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A shipping line, for example, may use a shipping agent<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How does an MPCI filing work step by step?<\/h2>\n<p class=\"wp-block-paragraph\">The rulebook lays out the process in order<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>:<\/p>\n<ol>\n<li>The filer registers on the NAIC portal and gets a unique <strong>MPCI Party ID<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/li>\n<li>The filer sends the bill of lading data, usually through an approved technology service provider. Shipping lines may also link directly to NAIC&#8217;s system<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/li>\n<li>The system checks the message format and sends back a receipt, which either accepts the filing or rejects it with error codes<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/li>\n<li>For a grouped shipment, the system waits until every related house bill has been filed. The filing itself goes as a CUSCAR message, and NAIC&#8217;s answer comes back as a CUSRES message<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The answer is one of six types: Assessment Complete, Assessment Complete with Warnings, Request for Information or attachment, <strong>Do Not Load<\/strong>, Pending Sub-Filing, or Filing Expiry<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A &quot;Do Not Load&quot; answer means the container must not go on the ship to the UAE<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What changes for importers, forwarders and shippers abroad?<\/h2>\n<p class=\"wp-block-paragraph\">For shipping lines, MPCI adds a firm step before loading. They must file their own bills on time, and their master bills cannot clear until forwarders have filed the house bills under them<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">For freight forwarders and NVOCCs, the 24-hour deadline for house bills is the tightest in the chain<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A late forwarder can hold up the whole grouped shipment, because the shipping line&#8217;s filing waits for it<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">For UAE importers and exporters abroad, the effect comes through their carriers and forwarders. Cargo data such as the parties and the goods description must be ready early. NAIC&#8217;s rulebook includes guidelines on party information and goods descriptions<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A vague goods description or missing party data can lead to a rejected filing or a request for more information, which can delay loading.<\/p>\n<p class=\"wp-block-paragraph\">The portal&#8217;s own notice tells filers to check that registration, systems and processes are ready<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.
