Ukraine has introduced new regulatory frameworks for veterinary medicinal products<\/strong>, including restrictions on retail sales, maximum residue limits, and primary packaging standards.<\/p>\n

Ukraine’s Cabinet of Ministers on Sept. 9, 2026 approved a new procedure for setting maximum residue limits of veterinary drug substances in meat, milk, eggs and other animal foods, in force from Sept. 16, 20261<\/a><\/sup>.<\/p>\n

The Cabinet’s resolution No. 1122 approves the "Procedure for establishing maximum residue limits of active substances contained in veterinary medicinal products"1<\/a><\/sup>. A maximum residue limit is the highest amount of a drug substance that may stay in a food after an animal was treated.<\/p>\n

In short, Ukraine is changing how it decides the safe level of animal-medicine traces in food of animal origin. Those levels will now be set after a scientific check of the risk to human health, following the European Union’s approach2<\/a><\/sup>.<\/p>\n

What does resolution No. 1122 cover?<\/h2>\n

The resolution covers residues of pharmacologically active substances, the active ingredients of animal medicines2<\/a><\/sup>. It applies to meat, milk, eggs and other food products of animal origin2<\/a><\/sup>.<\/p>\n

The maximum permitted levels of these substances will be based on a scientific risk assessment for human health2<\/a><\/sup>. The procedure sets out how scientific data on each substance are submitted. It also sets out how their possible effect on consumer health is assessed2<\/a><\/sup>.<\/p>\n

What must an application for a residue limit contain?<\/h2>\n

The procedure sets clear requirements for applications and for the scientific dossier on each substance<\/strong>2<\/a><\/sup>. A scientific dossier is the file of study results that supports a request.<\/p>\n

The resolution comes with a standard application form. The official gazette lists it as an "application (request) for establishing maximum residue limits" attached to the procedure1<\/a><\/sup>. The procedure also provides for a scientific assessment of the risks linked to possible veterinary drug residues in food2<\/a><\/sup>.<\/p>\n

How does the Ukrainian rule link to EU law?<\/h2>\n

The Cabinet said the procedure brings Ukrainian law into line with EU Regulation No. 470\/20092<\/a><\/sup>. That EU regulation governs residue limits for veterinary medicines in food of animal origin.<\/p>\n

According to the Cabinet, the new rules should make safety checks on animal products open and based on science2<\/a><\/sup>. It said they move Ukrainian requirements closer to EU legislation2<\/a><\/sup>.<\/p>\n

What changes for meat, milk and egg traders?<\/h2>\n

The Cabinet said the procedure gives Ukrainian producers and exporters clearer rules for food of animal origin, closer to European ones2<\/a><\/sup>. For exporters to the EU, this means Ukraine’s limits are set by a method similar to the one their buyers already use.<\/p>\n

The procedure itself sets how limits are established, not the limit for each substance. Firms that want a limit set for a substance will need to file the application and scientific dossier the procedure describes.<\/p>\n

When did the residue procedure take effect?<\/h2>\n

The Cabinet adopted resolution No. 1122 on Sept. 9, 20261<\/a><\/sup>. The Cabinet announced it on Sept. 10, 20262<\/a><\/sup>. The gazette record shows that it entered into force on Sept. 16, 2026<\/strong> and is now current law1<\/a><\/sup>.<\/p>\n
