{"id":2392,"date":"2026-10-01T01:07:14","date_gmt":"2026-10-01T01:07:14","guid":{"rendered":"https:\/\/hscodematch.com\/news\/china-sets-national-safety-standard-for-self-driving-vehicles-from\/"},"modified":"2026-10-01T01:07:15","modified_gmt":"2026-10-01T01:07:15","slug":"china-sets-national-safety-standard-for-self-driving-vehicles-from","status":"publish","type":"post","link":"https:\/\/hscodematch.com\/news\/china-sets-national-safety-standard-for-self-driving-vehicles-from\/","title":{"rendered":"China Sets National Safety Standard for Self-Driving Vehicles from July 1, 2027"},"content":{"rendered":"\n<p class=\"wp-block-paragraph hsn-lede\">China has established mandatory national standards for <strong>intelligent and connected vehicles<\/strong> to ensure compliance with road traffic rules and safety requirements.<\/p>\n<p class=\"wp-block-paragraph\">China&#8217;s market regulator and its standards body have issued GB 44721-2026, a national safety standard for self-driving systems in road vehicles, which takes effect on July 1, 2027<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\" id=\"hsn-cite-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The standard is titled &quot;Intelligent and connected vehicle \u2014 Safety requirements for automated driving system&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It was published on July 30, 2026, by the State Administration for Market Regulation (SAMR) and the Standardization Administration of China<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, from mid-2027 any vehicle sold in China with a Level 3 or Level 4 self-driving system must meet one set of national safety rules. Vehicles built abroad for the Chinese market fall under the same rules as those built in China.<\/p>\n<h2 class=\"wp-block-heading\">Which vehicles does GB 44721-2026 cover?<\/h2>\n<p class=\"wp-block-paragraph\">The standard applies to vehicles in categories M and N that carry Level 3 (L3) or Level 4 (L4) automated driving systems<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>. China&#8217;s notice to the World Trade Organization (WTO) lists the goods under customs headings <strong>HS 8703 and 8704<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Its standards class is ICS 43.020<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The rules follow the driving system, not the brand or the factory. An imported model with an L3 or L4 system is caught in the same way as one made in China.<\/p>\n<h2 class=\"wp-block-heading\">What is left out of the standard?<\/h2>\n<p class=\"wp-block-paragraph\">Automated parking systems are excluded<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. A car whose only self-driving feature parks itself is therefore not caught by these rules.<\/p>\n<figure class=\"hsn-fig hsn-fig--solid hsn-fig--v1 hsn-fig--rail\" data-at=\"what-is-left-out-of-the-standard\">\n  <div class=\"hsn-fig__cards\">\n    <h4>Outside the standard<\/h4>\n    <div class=\"hsn-fig__card\">\n      <strong>Automated parking systems<\/strong>\n      <span>Excluded from the scope<\/span>\n    <\/div>\n  <\/div>\n<\/figure>\n<p class=\"wp-block-paragraph\">The notice also names only Level 3 and Level 4 systems<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Driver-assistance features below those levels are not mentioned in the scope.<\/p>\n<h2 class=\"wp-block-heading\">What must self-driving systems prove?<\/h2>\n<p class=\"wp-block-paragraph\">The standard sets technical requirements for the automated driving system itself<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It also sets maintenance requirements, meaning what must be done to keep the system safe over the life of the vehicle<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">It also covers type approval, meaning the tests a model must pass before it can be sold<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. The document describes how authorities will judge these points<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. That includes checking the maintenance rules, reviewing a &quot;safety case&quot;, which is the maker&#8217;s written argument that the system is safe, and running <strong>conformity tests<\/strong> on the vehicle<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The full text runs to 61 pages and is in Chinese only<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. China told the WTO that the aims are to protect human health and safety and to prevent deceptive practices that mislead consumers<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">For a foreign carmaker, this means a Chinese-language document must be read and met before a Level 3 or Level 4 model can enter the market. The safety case and test results become part of the paperwork for approval.<\/p>\n<h2 class=\"wp-block-heading\">Who wrote and approved the standard?<\/h2>\n<p class=\"wp-block-paragraph\">The Ministry of Industry and Information Technology (MIIT) is named as the department in charge of the standard<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. MIIT is also the body that manages it day to day<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Publication was by SAMR and the Standardization Administration of China<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">China&#8217;s national standards register lists its status as &quot;about to be implemented&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How did the draft reach the WTO?<\/h2>\n<p class=\"wp-block-paragraph\">China notified the draft to the WTO Committee on Technical Barriers to Trade on March 16, 2026, under reference G\/TBT\/N\/CHN\/2231<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Comments went to China&#8217;s WTO\/TBT National Notification and Enquiry Center<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">At that stage, the date of adoption was &quot;to be determined&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. The proposed start date was already July 1, 2027<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. The final standard keeps that date<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">When must vehicles meet the new rules?<\/h2>\n<p class=\"wp-block-paragraph\">The standard was published on July 30, 2026, and <strong>applies from July 1, 2027<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.
