{"id":2101,"date":"2026-09-24T07:21:47","date_gmt":"2026-09-24T07:21:47","guid":{"rendered":"https:\/\/hscodematch.com\/news\/mexico-simplifies-temporary-customs-entry-for-2026-world-cup\/"},"modified":"2026-09-30T07:36:44","modified_gmt":"2026-09-30T07:36:44","slug":"mexico-simplifies-temporary-customs-entry-for-2026-world-cup","status":"publish","type":"post","link":"https:\/\/hscodematch.com\/news\/mexico-simplifies-temporary-customs-entry-for-2026-world-cup\/","title":{"rendered":"Mexico Eases World Cup Temporary Import Paperwork Until Dec. 31, 2026"},"content":{"rendered":"\n<p class=\"wp-block-paragraph hsn-lede\">Mexico established administrative facilities and simplified customs procedures for the temporary import of goods destined for the 2026 FIFA World Cup, taking effect from August 6, 2025.<\/p>\n<p class=\"wp-block-paragraph\">Six Mexican ministries set simpler paperwork for goods brought into Mexico for a limited time for the 2026 FIFA World Cup, in an agreement that took effect on Aug. 6, 2025, and ends on Dec. 31, 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\" id=\"hsn-cite-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The measure is the Interinstitutional Agreement granting administrative facilities for the temporary import of goods for the 2026 World Cup<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It was published in the evening edition of the Diario Oficial de la Federaci\u00f3n, Mexico&#8217;s official gazette, on Aug. 6, 2025, under the Finance Ministry (Secretar\u00eda de Hacienda y Cr\u00e9dito P\u00fablico)<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, approved World Cup suppliers can bring in goods for a short stay by giving customs one signed written statement. They do not need to show each permit or certificate separately before the shipment clears, but the goods must still meet every Mexican rule.<\/p>\n<h2 class=\"wp-block-heading\">What is a temporary import in Mexico?<\/h2>\n<p class=\"wp-block-paragraph\">A temporary import lets foreign goods enter Mexico for a limited time and a set purpose<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\" id=\"hsn-cite-3\">3<\/a><\/sup>. Import duties and countervailing duties, which are extra taxes on subsidised or dumped goods, are not paid, apart from some cases listed in the Customs Law<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. Mexico&#8217;s customs agency ANAM says goods for sporting events sponsored by public bodies, universities or approved private bodies may stay for <strong>up to one year<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\" id=\"hsn-cite-4\">4<\/a><\/sup>. If they do not leave in time, the law treats them as being in the country illegally<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\">4<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Who can use the World Cup customs agreement?<\/h2>\n<p class=\"wp-block-paragraph\">The agreement covers &quot;authorised persons&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. These are people or companies accredited by FIFA&#8217;s subsidiary company in Mexico to carry out work linked to the tournament<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">It covers products, articles and any other goods to be used in the 2026 World Cup and its related events<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The agreement rests on the Customs Law article that allows temporary imports for sporting events<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What must the written statement to customs contain?<\/h2>\n<p class=\"wp-block-paragraph\">Before customs clearance, an authorised person may prove that the goods meet non-tariff rules through a <strong>free-format written statement<\/strong> to the customs authorities<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The statement must include:<\/p>\n<ul>\n<li>a description of the goods, their tariff line and commercial identification number;<\/li>\n<li>the non-tariff rules that apply to the goods;<\/li>\n<li>the customs office that will handle the import, chosen from those the tax authority SAT names;<\/li>\n<li>a declaration, made under oath, that the goods meet those rules.<\/li>\n<\/ul>\n<figure class=\"hsn-fig hsn-fig--solid hsn-fig--v3\" data-at=\"what-must-the-written-statement-to-customs-contain\">\n  <div class=\"hsn-fig__cards\">\n    <h4>What the written statement must show<\/h4>\n    <div class=\"hsn-fig__card\" data-series=\"1\">\n      <strong>Describe the goods<\/strong>\n      <span>With tariff line and commercial identification number<\/span>\n    <\/div>\n    <div class=\"hsn-fig__card\" data-series=\"1\">\n      <strong>List the non-tariff rules<\/strong>\n      <span>Those that apply to the goods<\/span>\n    <\/div>\n    <div class=\"hsn-fig__card\" data-series=\"1\">\n      <strong>Name the customs office<\/strong>\n      <span>Chosen from those SAT names<\/span>\n    <\/div>\n    <div class=\"hsn-fig__card\" data-series=\"1\">\n      <strong>Declare under oath<\/strong>\n      <span>That the goods meet those rules<\/span>\n    <\/div>\n  <\/div>\n<\/figure>\n<p class=\"wp-block-paragraph\">In the sworn declaration, the importer also accepts that it knows the administrative and criminal penalties for giving false data to customs<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. This single document replaces the usual step of showing each permit before clearance.<\/p>\n<h2 class=\"wp-block-heading\">Do World Cup goods still need Mexican permits and standards?<\/h2>\n<p class=\"wp-block-paragraph\">Yes. The agreement says the statement does not free authorised persons from meeting the rules on the goods themselves<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. They remain responsible if the goods do not meet the conditions for temporary import<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The rules protect public health, safety, plant and animal health, and the environment<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The agreement is clear that agencies keep their power to check the goods<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. That means inspectors can still examine a shipment and act if food, medicine or equipment breaks Mexican rules.<\/p>\n<h2 class=\"wp-block-heading\">Which Mexican agencies apply the World Cup measure?<\/h2>\n<p class=\"wp-block-paragraph\">The agreement names the agencies that must work together to put it into practice<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>:<\/p>\n<ul>\n<li>the Finance Ministry, through SAT, the tax authority, and ANAM, the customs agency;<\/li>\n<li>the Economy Ministry;<\/li>\n<li>the Defence Ministry;<\/li>\n<li>the Agriculture Ministry, through SENASICA, its food and plant and animal health agency;<\/li>\n<li>the Health Ministry, through COFEPRIS, its health-risk regulator;<\/li>\n<li>the Environment Ministry, through PROFEPA, its environmental enforcement office.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The ministers of Defence, Finance, Environment, Economy, Agriculture and Health signed it on Aug. 5, 2025<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What happens to World Cup goods after Dec. 31, 2026?<\/h2>\n<p class=\"wp-block-paragraph\">The agreement stays in force until <strong>Dec. 31, 2026<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Goods for a sporting event can stay no longer than one year<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\">4<\/a><\/sup>.
