The House of Commons Library says the government plans the legislation &quot;within six to nine months&quot; of the announcement<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">In short, goods produced in the settlements will no longer be allowed into the UK once the new law is made. Goods from Israel inside its 1967 borders are meant to keep moving as before.<\/p>\n<h2 class=\"wp-block-heading\">What did the UK announce on settlement goods?<\/h2>\n<p class=\"wp-block-paragraph\">The Foreign, Commonwealth and Development Office published the plan in a press release on 8 September 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It said goods made in illegal Israeli settlements &quot;will no longer be allowed to be imported into the UK&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Foreign Secretary Ed Miliband set out the measures in Parliament the same day<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<figure class=\"hsn-fig hsn-fig--solid hsn-fig--v1 hsn-fig--rail\" data-at=\"what-did-the-uk-announce-on-settlement-goods\">\n  <div class=\"hsn-fig__cards\">\n    <h4>What the UK plans to ban<\/h4>\n    <div class=\"hsn-fig__card hsn-fig--warn\">\n      <strong>Imports of settlement goods<\/strong>\n      <span>Goods made in illegal Israeli settlements<\/span>\n    <\/div>\n    <div class=\"hsn-fig__card hsn-fig--warn\">\n      <strong>Settlement property adverts<\/strong>\n      <span>Advertising land and property in the settlements<\/span>\n    <\/div>\n    <div class=\"hsn-fig__card hsn-fig--warn\">\n      <strong>Support for settlement activity<\/strong>\n      <span>New powers to sanction people and companies<\/span>\n    <\/div>\n  <\/div>\n<\/figure>\n<p class=\"wp-block-paragraph\">The press release lists these planned steps<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>:<\/p>\n<ul>\n<li>a ban on importing goods from illegal Israeli settlements<\/li>\n<li>new powers to sanction people and companies that support or profit from settlement activity<\/li>\n<li>a ban on advertising land and property in the settlements<\/li>\n<li>wider human rights sanctions<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The UK says it is acting together with France and Canada<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. It also points to Ireland, Spain, the Netherlands and Norway, which have or are preparing similar import bans<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">When will the settlement import ban start?<\/h2>\n<p class=\"wp-block-paragraph\">No start date is set yet. The press release describes &quot;new plans&quot; and &quot;new powers&quot; still to be brought forward<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The Commons Library noted in July 2026 that government guidance &quot;strongly advises against&quot; trade with the settlements but does not ban it<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\" id=\"hsn-cite-3\">3<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How will the UK law work?<\/h2>\n<p class=\"wp-block-paragraph\">The ban will come through a &quot;new comprehensive sanctions regime&quot;, in Ed Miliband&#8217;s words, with religious exemptions<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. UK sanctions law is made under the Sanctions and Anti-Money Laundering Act 2018, which allows trade sanctions on goods and services<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The Foreign Secretary said the import ban will be based on geography<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. It will cover the settlements in the occupied territories and will not hit Israel inside the 1967 lines, which the briefing calls green-line Israel<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. The government has said that <strong>settlement postcodes will be identified<\/strong> and checks put in place<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The government also says it will design religious exemptions after talks with the Jewish community in the UK<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The documents do not yet say which goods these exemptions will cover.<\/p>\n<h2 class=\"wp-block-heading\">Who must check where the goods come from?<\/h2>\n<p class=\"wp-block-paragraph\">The Foreign Secretary said UK businesses, and businesses importing into the UK, will be responsible for making sure goods are correctly separated by origin<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. In practice, an importer of Israeli goods will need to show that they were not made in a settlement.<\/p>\n<p class=\"wp-block-paragraph\">Three UK bodies will take part in monitoring and enforcement<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>:<\/p>\n<ul>\n<li>HM Revenue and Customs, the UK customs and tax authority<\/li>\n<li>the Office of Trade Sanctions Implementation<\/li>\n<li>the Office of Financial Sanctions Implementation<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">The government says it will publish <strong>further guidance alongside the legislation<\/strong><sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What rules already apply to settlement goods?<\/h2>\n<p class=\"wp-block-paragraph\">Settlement goods already lose the lower tariffs available under the UK&#8217;s trade deals with Israel and with the Palestinian Authority<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. To claim those lower tariffs, the shipment papers must show the goods were not made in &quot;a location within the territories brought under Israeli administration since June 1967&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. These aim to stop shoppers being misled about where goods come from<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Trade with the settlements is small in UK terms. The government estimates UK trade with the Occupied Palestinian Territories at around \u00a338 million in 2025, against around \u00a36 billion for UK\u2013Israel trade<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>. Both figures are estimates, because the territories are in a customs union with Israel<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How has Israel responded to the UK ban?<\/h2>\n<p class=\"wp-block-paragraph\">Israel&#8217;s Foreign Minister, Gideon Sa&#8217;ar, announced four steps in response<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. They include closing the UK consulate in Jerusalem within 30 days<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. None of the four is a trade measure.<\/p>\n<p class=\"wp-block-paragraph\">In the Commons, shadow Foreign Secretary Tom Tugendhat said the Israeli and Palestinian economies are &quot;too interconnected&quot; and the plan would &quot;harm innocents&quot;<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.
