It targets Canadian cheese, whisky, cars and car parts, raising the delivered cost of every affected shipment by half. The tariffs apply to all imports, regardless of whether they qualify for duty-free treatment under the United States-Mexico-Canada Agreement (USMCA)<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\" id=\"hsn-cite-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The new duties fall on importers, who must pay them at the border. U.S. exports to Canada in this category fell from $718m to $137m in the year to February 2026 after Canadian provinces banned the purchase, distribution or retailing of American drinks while leaving imports from other countries untouched<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\" id=\"hsn-cite-4\">4<\/a>, <a href=\"#hsn-ref-5\" id=\"hsn-cite-5\">5<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Dairy products \u2014 cheese, butter and milk powders \u2014 are also taxed at 50%. The U.S. says Canada\u2019s tariff-rate quotas (TRQs) for American cheese are more restrictive than those for European cheese, even though both the USMCA and the Canada-EU trade deal are in force<sup class=\"hsn-cite\"><a href=\"#hsn-ref-6\" id=\"hsn-cite-6\">6<\/a>, <a href=\"#hsn-ref-7\" id=\"hsn-cite-7\">7<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">Motor vehicles and parts \u2014 cars, trucks and components \u2014 complete the list. Canada applies a 25% tariff on U.S. vehicles that do not qualify for USMCA duty-free treatment, and a separate 25% tariff on non-originating parts used in vehicles that do qualify. It also caps duty-free access for each automaker through annual quotas, a measure the U.S. says is designed to force investment into Canadian plants<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a>, <a href=\"#hsn-ref-8\" id=\"hsn-cite-8\">8<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">How the tariffs work<\/h2>\n<p class=\"wp-block-paragraph\">The 50% rate is an <em>ad valorem<\/em> duty, calculated on the customs value of the goods. Over the same period, imports from Mexico rose by 23.6%, and imports from Japan, Korea and Germany rose by 10.1% to 13.5%<sup class=\"hsn-cite\"><a href=\"#hsn-ref-3\">3<\/a>, <a href=\"#hsn-ref-8\">8<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What Canada has announced in response<\/h2>\n<p class=\"wp-block-paragraph\">Canada will impose retaliatory tariffs on an equivalent value of U.S. goods, effective <strong>8 September 2026<\/strong>. The list of 874 products includes steel, aluminium, household appliances, dairy, seafood, agricultural equipment, pulp and paper, and electronics<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The Canadian tariffs will match the U.S. rates \u201cdollar for dollar, rate for rate\u201d and will apply to goods in transit before 8 September<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Unmanned aircraft are also excluded from the motor-vehicle proclamation<sup class=\"hsn-cite\"><a href=\"#hsn-ref-8\">8<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The tariffs do not apply to goods admitted to a U.S. foreign-trade zone under \u201cdomestic status\u201d<sup class=\"hsn-cite\"><a href=\"#hsn-ref-8\">8<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What comes next<\/h2>\n<p class=\"wp-block-paragraph\">The U.S. Customs and Border Protection (CBP) commissioner is authorised to issue rules, guidance or instructions to administer the tariffs<sup class=\"hsn-cite\"><a href=\"#hsn-ref-4\">4<\/a><\/sup>. Any further changes to the HTSUS will be published in the <em>Federal Register<\/em>.<\/p>\n<p class=\"wp-block-paragraph\">The tariffs will remain in place unless the president expressly reduces, modifies or terminates them<sup class=\"hsn-cite\"><a href=\"#hsn-ref-8\">8<\/a><\/sup>. The next scheduled review is not set out in the proclamations, but the U.S. has said it may take further action if Canada does not remove its restrictions<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The collapse of the USMCA renewal talks leaves the three countries without a regional trade agreement for the first time in more than 30 years. The tariffs signal that the U.S. is prepared to use unilateral measures to press for changes in Canadian trade policy, even at the cost of higher prices for American consumers and
