U.S. President Donald J. Trump signed a proclamation on July 20, 2026, that puts extra import duties on dairy goods from Canada, with separate White House actions covering Canadian motor vehicles and alcoholic drinks1<\/a><\/sup>.<\/p>\n In short, the United States says Canada treats American dairy worse than dairy from other countries. It is answering with extra import taxes on Canadian goods, so a shipment of Canadian dairy, cars or drinks may cost more to bring into the United States1<\/a><\/sup>.<\/p>\n The story has a second part. A later White House action is titled a temporary suspension of these same duties on alcoholic beverages, dairy and motor vehicles2<\/a><\/sup>. The parts of that document on file do not say when the pause starts or how long it lasts.<\/p>\n The dairy order is Proclamation 11047 of July 20, 2026<\/strong>1<\/a><\/sup>. Its full title is "Imposing Additional Duties To Offset Canadian Discrimination Against the Commerce of the United States With Respect to Dairy." Here it is called the dairy proclamation.<\/p>\n The Federal Register, the U.S. government’s official daily record, printed it on July 23, 20261<\/a><\/sup>. It appears as document 2026-14992 (91 FR 46653)<\/strong>, on pages 46653 to 46661. That reference is the one customs papers and trade lawyers use to find the rule.<\/p>\n The text was on public view one day earlier, on July 22, 2026, at 11:15 a.m.1<\/a><\/sup>. Public inspection lets businesses read a rule before it is formally printed.<\/p>\n The dairy proclamation says Canada gives dairy from certain other countries benefits that it denies to U.S. dairy1<\/a><\/sup>. In the words of the order, this "unreasonably burdens and disadvantages" U.S. trade compared with those countries.<\/p>\n The complaint centres on cheese. Canada keeps a tariff-rate quota on cheese<\/strong>, which lets a fixed amount enter at a low tax and charges more on anything above it1<\/a><\/sup>. Canada runs one such quota for all types of cheese under the United States-Mexico-Canada Agreement (USMCA), the trade deal among the three countries.<\/p>\n Canada also runs a cheese quota under its trade agreement with the European Union1<\/a><\/sup>. The order compares the two quotas to argue that U.S. cheese makers get worse treatment. In plain terms, the claim is that European cheese gets better access<\/strong> to Canada than American cheese.<\/p>\n The dairy proclamation rests on section 338<\/strong> of the Tariff Act of 19301<\/a><\/sup>. That law is filed in the U.S. Code at 19 U.S.C. 1338.<\/p>\n Section 338 lets the president put duties on imports from a country that discriminates against U.S. trade1<\/a><\/sup>. The duty is meant to offset, or balance out, the harm that the other country’s unequal treatment causes.<\/p>\n This is an unusual legal path. The order does not use an anti-dumping case, which targets goods sold below their normal price. Instead, it treats the extra tax as a direct answer to how Canada handles U.S. goods.<\/p>\n The White House issued more than one order in July 2026. The actions on file cover three groups of Canadian goods:<\/p>\n Each order uses the same idea of offsetting Canadian discrimination against U.S. commerce4<\/a><\/sup>. The White House posted the dairy order on its own website as well as in the Federal Register.<\/p>\n The copies of the motor vehicle and dairy pages on file hold only the site menus, not the order text3<\/a><\/sup>. The product codes, the duty rate and the start date for cars and drinks are set out in the full orders. A buyer of these goods can only know the cost of a shipment from that full text.<\/p>\n Later, the White House put out a statement headed "President Trump Is Finally Ending Canada’s Free Ride"5<\/a><\/sup>. The title shows how the government presents the duties: as a fix for trade it sees as one-sided.<\/p>\n The statement sits alongside the suspension action on the White House website. Its title speaks of Canada as a whole, not of cheese, cars or drinks alone.<\/p>\n Taken together, the documents show a quick sequence. The duties were ordered in July, and a pause was announced soon after.<\/p>\n The suspension action has the title "Temporary Suspension of Additional Duties to Offset Canadian Discrimination Against the Commerce of the United States With Respect to Alcoholic Beverages, Dairy, and Motor Vehicles"2<\/a><\/sup>. The word "temporary" means the duties are paused, not cancelled<\/strong>.<\/p>\n For a buyer of Canadian cheese, cars or wine, this matters at the border. While the pause runs, the extra duty would not be collected on covered shipments.
