The measures take effect on <strong>15 October 2026<\/strong>, covering two high-volume nursery products that together account for about $18m (\u00a314m) a year in Chilean imports.<\/p>\n<p class=\"wp-block-paragraph\">The changes target live planting material\u2014bare-root strawberry runners and olive cuttings used as grafting stock\u2014rather than finished fruit. Costs fall on the importer: every shipment must now carry a <strong>pre-issued import permit<\/strong>, a plant-health certificate with an additional declaration, and, for strawberry plants, a laboratory report confirming freedom from five bacterial diseases<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\" id=\"hsn-cite-1\">1<\/a><\/sup>. The agency said in a statement that the rules are designed to close gaps that have allowed regulated pests to enter the country in recent years<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">It comes after a decade in which Chile\u2019s agricultural exports have grown by 60 %, turning the country into South America\u2019s largest supplier of fresh fruit to the United States and China. Strawberry plants alone reached 12,000 tonnes last year, almost all from Spain and the Netherlands; olive stakes, used by Chile\u2019s expanding olive-oil sector, totalled 3,500 tonnes, mainly from Italy and California<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">The strawberry rules in detail<\/h2>\n<p class=\"wp-block-paragraph\">Every shipment of strawberry plants (Fragaria x ananassa) must now be accompanied by a <strong>certificate of analysis<\/strong> issued by an accredited laboratory in the country of origin<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. Chilean border inspectors will reject any shipment that arrives without it, and the importer will have to pay for either re-export or destruction<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The agency has not set a quota, so the volume remains open-ended, but the 30-day window effectively limits how far in advance growers can plan orders.<\/p>\n<h2 class=\"wp-block-heading\">Olive stakes: a separate regime<\/h2>\n<p class=\"wp-block-paragraph\">Olive stakes (Olea europaea) face a different set of requirements. The new rules require that every shipment be grown in a <strong>post-entry quarantine<\/strong> facility approved by Chile\u2019s Agricultural and Livestock Service (SAG)<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The process adds about three months to the supply chain and shifts the cost of land, labour and testing onto the importer. SAG said in a notification that the measure is necessary because earlier visual inspections at the border failed to detect latent infections<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">Who pays, and how much<\/h2>\n<p class=\"wp-block-paragraph\">The delivered cost of strawberry plants is expected to rise by 8\u201312 % because of the laboratory testing and the shorter shelf-life of the certificate<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. For olive stakes, the quarantine requirement adds roughly $1.20 (\u00a30.95) per stake in holding and inspection fees, lifting the landed price by about 15 %<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. That provision effectively favours EU and U.S. suppliers, which already operate under regional pest-free zones, over smaller producers in North Africa and the Middle East.<\/p>\n<h2 class=\"wp-block-heading\">The Bolivia extension: a parallel move<\/h2>\n<p class=\"wp-block-paragraph\">While the strawberry and olive rules tighten controls, Chile has simultaneously extended a grace period for banana imports from Bolivia. Under Resolution 6587\/2026, published on <strong>20 August 2026<\/strong>, Bolivia has until <strong>20 December 2026<\/strong> to complete an in-country verification of its plant-health certification process<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\" id=\"hsn-cite-2\">2<\/a><\/sup>. If the deadline is missed, banana shipments will be suspended until the inspection is carried out<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<p class=\"wp-block-paragraph\">The extension follows a request from Bolivia\u2019s plant-health agency, which cited political instability as the reason it could not host the inspection before the original deadline of 24 July 2026<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>. Chile\u2019s SAG said in the resolution that the delay is intended to avoid disrupting trade, which last year totalled 45,000 tonnes of fresh bananas worth about $22m (\u00a317m)<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">What the documents leave open<\/h2>\n<p class=\"wp-block-paragraph\">The new rules do not specify how the import permit will be allocated. The notification says permits will be issued \u201cin accordance with available inspection capacity,\u201d but gives no details on whether they will be granted on a first-come, first-served basis or through an annual quota<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. That silence leaves importers uncertain about how far ahead they can secure permits for the 2027 planting season.<\/p>\n<p class=\"wp-block-paragraph\">Nor do the documents say whether the laboratory that issues the strawberry certificate must be accredited by Chile or by an international body such as the International Seed Testing Association. The omission could lead to disputes at the border if Chilean inspectors reject certificates from laboratories that are recognised in the EU but not by SAG<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>.<\/p>\n<h2 class=\"wp-block-heading\">The next dates to watch<\/h2>\n<p class=\"wp-block-paragraph\">The strawberry and olive rules come into force on 15 October 2026, giving importers six weeks to adjust contracts and secure the required documentation<sup class=\"hsn-cite\"><a href=\"#hsn-ref-1\">1<\/a><\/sup>. The Bolivia extension expires on 20 December 2026, after which banana shipments will be suspended unless the verification visit is completed<sup class=\"hsn-cite\"><a href=\"#hsn-ref-2\">2<\/a><\/sup>.
